Technical specifications include a minimum 300-meter depth rating, four thrusters, 4K camera with 7,600 lumens integrated lighting, tether of at least 100 meters (preference for 150–300 meters), two battery sets with chargers, grabber arm with 500cc sediment sampler, Doppler Velocity Log with minimum 50-meter range, 750kHz sonar, laser scaler, BRIDGE software (or equivalent integrated control and communication software), rugged weather-resistant controller, transport cases, and water-quality sensors (temperature/conductivity, dissolved oxygen, turbidity, nitrate, chlorophyll a, pH/ORP). Deliverables include perpetual software access, post-customization services including system integration and field testing, manufacturer training with on-site Maryland operational training preferred, freight, and direct or shore power tether capability as an optional line item.
The contract term is six months from Notice to Proceed with no renewal options. Evaluation is based solely on lowest responsive bid price. Written questions were due July 13, 2026 at 2:00 PM; Q&A #1 was issued July 16, 2026. Amendment No. 2 (July 16) revised the Price Form to Revision 1 and corrected SDAT registration address; Amendment No. 3 (July 21) updated the Price Form to Revision 2.
