About this file
This is Amendment No. 1 to an Invitation for Bids (IFB) issued by the Maryland Department of Natural Resources for Project BPM05698, a Remotely Operated Vehicle (ROV) procurement for the Maryland Geological Survey. The amendment, issued on July 10, 2026, clarifies and modifies the original IFB documents. The procurement seeks to acquire one Remotely Operated Vehicle configured with a Global Positioning System (GPS) or alternative marine geology positioning systems such as dead reckoning to enable accurate geospatial data collection, including photography, videography, bottom sediment samples, and water sensor capabilities. The amendment adds three new supporting documents to the solicitation available in the eMMA system: a Pre-Proposal Virtual Sign In Sheet, a Pre-Bid Summary, and Pre-Proposal Presentation Slides. All prospective bidders must acknowledge receipt of this amendment by submitting a bid and direct any written questions to Emmanuel G. Smith, Procurement Officer II, at emmanuel.smith2@maryland.gov.
The amendment does not specify pricing terms, set-aside provisions, contract duration, or award dates in its content. No incumbent information, funding sources, or budget amounts are detailed in this amendment document. Bidders are required to submit inquiries in writing to the designated procurement contact to obtain clarification on any aspects of the solicitation requirements or terms.
