About this opportunity

The Florida Department of Financial Services, Office of Insurance Regulation, is requesting proposals to conduct a multi-state market conduct examination of the National Council on Compensation Insurance, Inc., with responses due October 19, 2026 at 3:15 p.m. Eastern Time.

Respondents must comply with mandatory vendor certification requirements including non-participation in boycotts of Israel, absence from state scrutinized company lists, E-Verify enrollment, and compliance with Florida Statutes sections 624.3161 and 766.315(5)(e). Examiners must hold Certified Insurance Examiner (CIE) or Accredited Insurance Examiner (AIE) designations as defined by the National Association of Insurance Commissioners (NAIC) Market Regulation Handbook. The contractor must submit a Standard Hourly Rates Form for Examiners-in-Charge and Senior Examiners within the Consultant Profile Questionnaire and provide all computers and equipment necessary to perform services.

The examination scope includes drafting data calls, creating examination programs, coordinating with NCCI, conducting field work, reviewing preliminary advisories, conducting exit conferences, and preparing a draft examination report using an Office-provided template. Deliverables include comprehensive work papers, initial data call, file review worksheets, and a crosswalk of findings and NCCI responses. Work is conducted both remotely and at NCCI's location.

The contract term begins upon execution and terminates no later than June 30, 2027, with no renewal options. The estimated examination start date is no later than December 14, 2026, with an estimated completion date of November 30, 2027, extendable by up to one year by written agreement. Following examination completion, the contractor must remain available on a fee-for-service basis at the same hourly rates for one year to provide additional services as needed.

Evaluation is weighted 90 points for technical response and 10 points for cost, using the formula (Lowest Cost Proposed ÷ Respondent's Cost Proposed) × 10. Questions are due October 1, 2026. The anticipated notice of intent to award is November 2, 2026, with an anticipated contract start date of November 9, 2026. Responses must be submitted via email to DFSPurchasing@myfloridacfo.com as one original digital and one redacted digital copy. The procurement officer is Rebecca D. Hale, Government Analyst II, at the Department of Financial Services Office of Purchasing and Contractual Services in Tallahassee, Florida.
