About this opportunity

Dallas Independent School District is requesting proposals for library and literacy materials and services, including print books, classroom collections, shelf-ready library books, MARC records, audiobooks, e-books, digital content licenses, and literacy platforms to support PK-12 curriculum on a district-wide, as-needed basis, with proposals due August 27, 2026. Small Business Enterprise (SBE) participation is a significant evaluation factor. This RFP replaces TJ-206442, and vendors previously awarded on that contract are encouraged to respond; all vendors, including sole-source providers, may participate.

The scope covers materials and services for curriculum support, reading growth, student choice, and equitable access across Dallas ISD facilities and shared-use locations with Dallas Public Library. Vendors must provide RDA cataloging, MARC 21 bibliographic records conforming to AACR2 standards, Dewey Decimal Classification (DDC 23), Library of Congress Subject Headings, Lexile measures, curriculum tags, and active URLs. Processing specifications require precise label placement, 14-digit CODABAR barcodes with the institutional code 3434, barcode mod 10 check digits, and protective coverings. Shipments must be delivered directly to schools in Dewey order within 30 days of purchase order receipt, with a maximum of two shipments per order. Approved vendors for shared-use facilities include Ingram, Baker and Taylor, Midwest Tape, and Recorded Books. Vendors must comply with Do Not Exceed (DNE) amounts on orders and upload invoices to the iSupplier Portal.

The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice at least ninety days prior to contract expiration if they do not intend to renew. The procurement is issued under Title 2 of the Code of Federal Regulations Part 200 and may utilize federal, state, local, and grant-funded program dollars. Evaluation criteria include purchase price, vendor reputation, quality, extent to which offerings meet District needs, past vendor relationship, and SBE compliance impact. Awards will be made to one or more responsive and responsible offerors providing best value; the District reserves the right to conduct discussions, award multiple vendors, or make no award. Proposals must be submitted electronically via the Bonfire portal at https://dallasisd.bonfirehub.com or in sealed envelopes to Dallas ISD Procurement Services, 9400 N Central Expressway Suite 1510, Dallas, Texas 75231, with electronic submission strongly preferred. The District is exempt from sales and excise tax. Vendors must maintain commercial general liability insurance of at least $1 million per occurrence and comply with federal, state, and local laws, including child support certification and anti-boycott provisions for contracts exceeding $100,000 with companies having more than 10 employees. All vendors must submit a completed Texas Form 1295 (Certificate of Interested Parties) filed electronically through the Texas Ethics Commission and a Conflict of Interest Questionnaire (Form D) to the District's Procurement Services Department within seven business days of beginning contract discussions or proposal submission. Educational entity vendors must complete a Pre-Employment or Pre-Service Affidavit. If vendor services require access to District data or student records, an Educational Technology Data Sharing Agreement complying with FERPA, Texas Education Code Section 21.355, and Texas Government Code Section 552.117 will apply, with mandatory Multi-factor Authentication, 256-bit AES encryption at rest, TLS 1.2 during transport, U.S.-only data storage, and 72-hour breach notification requirements.
