About this opportunity
The Executive Office of the Governor of Florida is requesting proposals for a Legislative Tracking and Information Management System under RFP EOG-RFP-27-01, with proposals due electronically by September 25, 2026 at 3:00 PM EDT. Technical questions are due September 16, 2026. Addendum 1 revising the project timeline has been posted and supersedes original timeline provisions; all prospective vendors must review this addendum in conjunction with the primary solicitation.
The system will provide a centralized, cloud-based platform for the Executive Office of the Governor to manage, track, and analyze legislation and governmental actions throughout the Florida Legislative Session and calendar year. Core functional requirements include assigning filed legislation to multiple staff and subaccounts with unified oversight; real-time monitoring and configurable alerts on legislative activity; aggregation of data from the Governor's Office, Florida House and Senate, Florida Supreme Court, state agencies, revenue estimating conferences, and budget releases; advanced search and reporting with customizable dashboards; and a single user interface consolidating reports, notifications, press releases, announcements, and legal opinions. The system must be hosted in a secure, cloud-based environment with defined uptime commitments, support secure authentication and role-based access controls, provide encryption for data in transit and at rest, offer scalable performance during peak legislative sessions, and include mobile-friendly or responsive design. The contractor must comply with Florida Statute 282.603 information security and accessibility requirements.
The contractor shall provide all labor, services, software, licensing, hosting, training, maintenance, and support necessary to implement and maintain the system. Implementation must include user account configuration, system testing and validation, and data migration if applicable. Training for all assigned EOG staff, user guides, administrator documentation, and ongoing post-implementation training access are required. Support services must include customer support with defined operating hours, issue tracking and escalation, emergency support during legislative sessions, and routine updates with advance notice prior to major deployments.
Proposals are evaluated on Functional Requirements (0–40 points), Technical Requirements and System Architecture (0–20 points), User Experience and Accessibility (0–10 points), Vendor Qualifications and Experience (0–15 points), Implementation Plan and Support (0–10 points), and Cost Proposal (0–5 points). Respondents must submit fully itemized pricing using the required Cost Sheet, including base subscription, user licensing, hosting and cloud services, maintenance and support, training and onboarding, and optional modules. Proposals must include a signed Respondent Submittal and Certification Form, current MyFlorida Marketplace registration, State of Florida Substitute IRS Form W-9, authorization to do business in Florida, professional licensing documentation where applicable, and Drug-Free Workplace Certification (which serves as a tie-breaker preference). References from at least three similar projects, executive summary, management plan, technical plan, and identification of key personnel with qualifications are required. The contract is not subject to renewal. Responses must remain firm for sixty days after opening. A non-mandatory public opening is scheduled for September 25, 2026 at 3:30 PM EDT, with anticipated award posting on September 28, 2026. Respondents must comply with scrutinized-companies certifications regarding boycotts of Israel, Sudan, Iran, Cuba, and Syria as required by Florida Statutes.
