About this file

This is an Evaluation Scorecard for Request for Proposals EOG-RFP-27-01 issued by the Executive Office of the Governor of Florida for a Legislative Tracking and Information Management System. The system will support centralized management, tracking, and analysis of legislation and governmental actions throughout the Florida Legislative Session and calendar year, enabling the Governor's Office staff to efficiently organize bill assignments, maintain visibility across legislative activities, and ensure timely access to information for decision-making and policy development. The proposed system must deliver a centralized platform for assigning filed legislation to multiple staff and subaccounts, provide real-time monitoring and comprehensive reporting on legislative actions and bill progress, and offer all users a single accessible location to retrieve reports, notifications, press releases, announcements, legal opinions, and related materials while integrating information from key governmental entities including the Governor's Office, Florida House and Senate, Florida Supreme Court, state agencies, revenue estimating conferences, and budget releases.

The evaluation scorecard establishes six scoring categories for vendor proposals: Functional Requirements (0-40 points), Technical Requirements and System Architecture (0-20 points), User Experience and Accessibility (0-10 points), Vendor Qualifications and Experience (0-15 points), Implementation Plan and Support (0-10 points), and Cost Proposal (0-5 points). The Functional Requirements category evaluates the vendor's ability to meet core system needs such as centralized bill assignment, tracking, reporting, and unified information access. Scoring benchmarks include Poor (0-3), Adequate (4-7), and Excellent (8-10) ratings across multiple evaluation dimensions, with specific point thresholds provided for each category to guide vendor assessment and selection.
