About this opportunity
The Texas Department of Licensing and Regulation (TDLR) is seeking offers for a comprehensive, cloud-based licensing and regulatory software solution, along with associated implementation, maintenance, and related services. The project, referred to as the TDLR Legacy Systems Replacement Project, aims to replace TDLR's multiple, siloed legacy systems that currently support approximately 200 license types across 40 regulatory programs. The solution must have robust functional and technical capabilities to manage over 919,000 active licenses and serve 500 internal users and thousands of external customers. The selected contractor will be required to provide a wide range of implementation services, including requirements analysis, solution design, development, data conversion, testing, training, and deployment. The initial contract term is from February 2025 to August 2029, with the option to renew for up to five additional one-year terms for maintenance and support services.
The procurement covers multiple jurisdictions within the state of Texas, including Travis County and the City of Austin. The RFO does not specify any set-aside requirements, but it does indicate that the contractor must demonstrate good faith efforts regarding Historically Underutilized Business (HUB) subcontracting, with a 26% HUB goal for all other services contracts. The RFO does not provide details on incumbent contractors or the current technology environment, but it does state that the proposed solution must achieve and maintain TX-RAMP Level 2 certification, which is a cloud security requirement for the state of Texas. The RFO does not disclose any budget information or award value ranges.
