About this file
This document is a Pre-Offer Conference Presentation from the Texas Department of Licensing and Regulation (TDLR) regarding a Request for Offers (RFO) for a comprehensive, cloud-based licensing and regulatory software solution to replace TDLR's legacy systems. The project objectives include improving process efficiency through automation, facilitating all license activities through a single portal, replacing legacy systems with a modern solution, creating seamless integrations with external systems, and providing a user-friendly experience for all stakeholders. The project scope covers various stakeholders, over 200 license types, and a large volume of historical data conversion. The procurement schedule includes key dates such as the Pre-Offer Conference on August 20, 2024, the deadline for offer submission on September 16, 2024, the evaluation timeline, and the expected contract award date of February 13, 2025.
The RFO requires respondents to provide either a Software-as-a-Service (SaaS) or a Departmental Computer Services (DCS) hosted and managed solution that meets the specified functional and non-functional requirements with minimal custom development. The solution must have demonstrable success in the licensing domain under conditions of similar size and complexity, and the implementation team must meet or exceed the minimum qualification requirements. The RFO also identifies 13 mandatory interfaces to be integrated with the new solution.
