About this opportunity
Houston County School District is requesting proposals for a Learning Management System to support up to 30,000 users across Pre-K-12 students, faculty, school-based administrators, central office staff, and parents, with proposals due February 22, 2023 at 2:00 p.m. Eastern Time.
The scope encompasses an LMS serving 39 elementary, middle, and high schools plus multiple district sites. The system must support content migration from the district's existing Google Classroom and Microsoft SharePoint environments, generate parent-interaction analytics, and include disaster-recovery capability as a key service metric. Implementation timeline will be determined collaboratively with the selected vendor. Vendors must complete a detailed questionnaire addressing company history, key personnel, subcontractor identification, references, service-quality assurances, cost management, customer-service capabilities, value-added services, LTI applications, support processes, disaster-recovery plans, incident-response procedures, and training options. All proposals must include original signatures and all required forms regardless of subcontracting intent.
Proposals are due in two separately sealed packages: technical submission (original plus two copies) and financial proposal (one copy), with one USB flash drive containing all documents. Financial proposals must itemize LMS system cost, recurring yearly maintenance fees beginning in year two, installation fees, training, support fees, and any additional costs. The district will accept VISA payment if vendors indicate acceptance.
The initial contract term runs one year from award through the end of the current calendar year, with automatic renewal on January 1 of each subsequent year for a total not to exceed five years, plus an option to extend up to three additional months after the final contract year. Evaluation combines technical and financial scoring, with the highest-scoring submission identified as the apparent successful offeror. Written questions were due February 10, 2023, with responses posted by February 14. Vendor demonstrations are scheduled for March 6, 2023. Award is anticipated no later than April 18, 2023. All vendors must comply with federal work authorization requirements under O.C.G.A. 13-10-91 and certify non-debarment status. Amendment 1 establishes mandatory federal compliance including 2 CFR 200.322 domestic-preference requirements, Clean Air Act and Clean Water Act compliance, lobbying certification, and Executive Order 11246 equal-employment-opportunity requirements.
