About this file
This Notice of Award pertains to Houston County School District's procurement of a Learning Management System (LMS) in Georgia. The district solicited proposals to implement an LMS supporting up to 30,000 users across Pre-K-12 students, faculty, school-based administrators, central office staff, and parents serving 39 elementary, middle, and high schools plus multiple district sites. The RFP required proposals by February 22, 2023 at 2:00 p.m. Eastern Time, with written questions due February 10, 2023 and vendor responses posted by February 14. Vendor demonstrations were scheduled for March 6, 2023. Award was anticipated no later than April 18, 2023. The initial contract term runs one year from award through the end of the calendar year, with automatic renewal on January 1 of each subsequent year for a total not to exceed five years, plus an option to extend up to three additional months following the final contract year.
The financial proposal must itemize LMS system cost, recurring yearly maintenance fees beginning in year two, installation fees, training, support fees, and any additional costs. Proposals must be submitted in two separately sealed packages: technical submission (original plus two copies) and financial proposal (one copy), along with one USB flash drive containing all documents. The district will accept VISA payment if vendors indicate acceptance. The scope requires content migration from the district's existing Google Classroom and Microsoft SharePoint environments, generation of parent-interaction analytics, and disaster-recovery capability as a key service metric. Implementation timeline will be determined collaboratively with the selected vendor. All vendors must comply with federal work authorization requirements under O.C.G.A. 13-10-91, certify non-debarment status, and comply with 2 CFR 200.322 domestic-preference requirements, Clean Air Act and Clean Water Act compliance, lobbying certification, and Executive Order 11246 equal-employment-opportunity requirements.
