About this opportunity
The County of San Mateo Probation Department is soliciting proposals through a competitive Request for Proposal (RFP) to procure Leadership Development Program and Executive Leadership Coaching Services. The procurement seeks an external consultant, firm, or organization to design and deliver comprehensive leadership development and executive coaching curricula tailored to the Probation Department's supervisory, management, and executive staff across five divisions and three locations. The curriculum must be Standards and Training for Corrections (STC) certified by the Board of State and Community Corrections (BSCC) within the last 12 months and delivered to approximately 35 supervisory and management personnel and up to 10 executive-level staff members. Key deliverables include assessment tools, individual coaching sessions, group facilitation sessions, interactive training, and practical application strategies focused on core competencies such as leadership effectiveness, emotional intelligence, communication, strategic thinking, team development, and trust-based team environments. The program objectives are to strengthen leadership capabilities, enhance strategic thinking, and foster a culture of continuous growth and development across all leadership levels, with performance measures requiring 90 percent of staff to report increased competency in core curriculum areas and 100 percent completion of one-on-one coaching for executive staff. Minimum qualifications require trainers to be STC certified or able to obtain certification and have at least three years of experience within the last five years delivering training and coaching to probation or law enforcement personnel. All proposers must be registered with the System for Award Management (SAM.gov) and provide a Unique Entity ID number. Evaluation criteria are weighted as follows: project approach (35 percent), trainer qualifications and experience (35 percent), and price (20 percent), with an additional 10 percent of total evaluation points available as preferential consideration. The RFP was released on April 14, 2026, with a deadline for questions and comments on April 22, 2026, at 5:00 PM and a proposal submission deadline of May 13, 2026, at 5:00 PM via the eProcurement portal, with an anticipated contract award date of June 23, 2026.
The contract includes preferential scoring for local businesses, local non-profits, and small or micro businesses or non-profits certified under San Mateo County Ordinance Code Chapter 2.89, allowing such entities to earn an additional 10 percent of total evaluation points. The initial contract term is three years commencing July 1, 2026, with one option to extend for up to two additional years at the County's sole discretion. The County reserves the right to select the best-value proposal rather than the lowest-priced offer. All work products, documents, data, reports, and materials created under the agreement become the property of the County. Contractors must maintain comprehensive general liability insurance of at least $1,000,000, workers' compensation insurance, professional liability insurance of at least $1,000,000, and comply with all applicable federal, state, and local laws, including the San Mateo County Living Wage Ordinance and non-discrimination requirements. No specific funding amounts or budget limits are provided in the RFP; however, vendors are encouraged to submit five-year budgets with detailed cost estimates broken down by development time, materials, per-session delivery, and travel to allow the County to evaluate total cost of ownership over the contract period.
