About this opportunity

Travis County Healthcare District d/b/a Central Health is requesting proposals for leadership development and cultural transformation services supporting organizational excellence across its healthcare leadership team, with proposals due August 18, 2026 at 2:00 p.m. Central Time. A mandatory minimum requirement specifies that at least one proposed team member must hold credentials as a former or current medical doctor or advanced healthcare professional (APRN/NP/PA), with proof required in the proposal.

The scope comprises three segments: comprehensive organizational assessment; principle-based improvement team development and coaching through a train-the-trainer model; and executive leader transformation readiness programming. Deliverables include current-state assessment reports, session plans, coaching documentation, progress summaries, and executive readiness reports. The engagement runs six to eight months from contract execution. Proposals must address organizational qualifications and demonstrated outcomes, proposed approach with timeline and delivery plan, team qualifications, itemized pricing segmented by assessment, improvement team coaching, and executive readiness components, and a minimum of two healthcare client references with contact information.

Evaluation criteria (weighted at 100 points) include organizational background and demonstrated outcomes (35 percent), proposed approach quality (25 percent), team qualifications (20 percent), pricing transparency (5 percent), and reference quality (15 percent). Central Health may conduct interviews and reference checks, potentially awarding 20 additional points each. Proposers must make good-faith efforts to include certified Historically Underutilized Business (HUB) subcontractors and must identify all subcontractors by name. Written questions are due August 10, 2026 at 5:00 p.m., with responses issued by August 12. No pre-proposal conference will be held. Central Health anticipates a single award through project completion and reserves the right to reject proposals, request best and final offers, or negotiate terms. The proposer is responsible for all proposal preparation costs. Submission is via Bidnet preferred or by printed delivery to the Central Health Purchasing Office, 1111 East Cesar Chavez Street, Austin, Texas 78702.
