About this opportunity

The City of Salt Lake City is requesting sealed bids for design, manufacture, supply, delivery, installation, startup, and initial operational testing of a complete landfill gas blower/flare system at the Salt Lake Valley Solid Waste Management Facility, with bids due September 2, 2026 at 2:00 p.m. local time. The City has adopted a value-based procurement program under SLC Administrative Rules, Procurement Roles Chapter 19, which evaluates factors in the bidder's work environment beyond price alone, including nondiscrimination policies, apprenticeship programs, drug testing programs, and local small business status.

The work scope includes a gas handling system with belt-driven blowers equipped with variable frequency drives, 45 feet of interconnecting piping between the blower and flare, an enclosed combustor flare system with propane tank, control system with NEMA 4X ignition panel, data recorders (both digital and paper), weather/heat shield canopy, startup and field demonstration services (three days at eight hours each), spare parts, factory testing documentation, and five years of preventative maintenance. Design parameters are based on 50% methane concentration at 100% saturation at 100 degrees Fahrenheit. The flare manufacturer must provide reasonable hardware for local SCADA software operation, including server and communications infrastructure, given the half-mile distance to the nearest internet connection. On-site construction work, site grading, concrete pad installation, trenching, and fencing will be performed by a separate general contractor.

The engineer's estimate is $1.37 million. Substantial completion is October 27, 2028. Bidders must submit bid bonds equal to 5% of their bid amount and performance and payment bonds upon award. SAM.gov registration is required. A Utah contractor license is not required as this is an equipment supply contract, though the flare manufacturer must be properly licensed in their state of operation. Bids are submitted on a lump sum basis with milestone-based payments: 20% upon approval of 90% shop drawing submittal, 40% upon approval of 100% shop drawing submittal, 20% upon delivery of all equipment, and 20% upon final acceptance. A pre-bid conference is scheduled for August 25, 2026 at 10:00 a.m. via Microsoft Teams. Contract documents are available through Bonfire at https://utah.bonfirehub.com/portal/ and the Utah Public Procurement Place at https://purchasing.utah.gov/. Addendum No. 1 was posted August 15, 2026 and must be acknowledged on the Bid Form to avoid disqualification.
