About this file

This Addendum No. 1 document is issued by the City of Salt Lake City, Department of Community and Neighborhoods, Engineering Division, for the SLVSWMF - New Flare project (Job No. LDF24052). The addendum modifies the initial bidding documents and forms part of the contract documents, with bidders required to acknowledge receipt on the Bid Form (Document 00 41 00) to avoid disqualification. The project involves the supply, delivery, start-up, and testing of a complete landfill gas blower/flare system at the Salt Lake Valley Solid Waste Management Facility. A pre-bid meeting was held on August 25, 2026, at 10:00 AM via Microsoft Teams, with sealed bids due on September 2, 2026, at 2:00 PM at the City Engineer's office (349 South 200 East, Suite 600, Salt Lake City). The project scope includes supplying the gas handling system (blowers), interconnecting piping system, enclosed combustor flare system with propane tank, control system, submittals, start-up and testing services, demonstrations, warranties, and five years of preventative maintenance services. On-site construction work, site grading, concrete pad installation, trenching, and fencing will be performed by a separate general contractor under a different bid. The Notice to Proceed is anticipated for October 5, 2026, with flare delivery expected by October 2027 and substantial completion by October 27, 2028. The contract end date is October 27, 2028.

The engineer's estimate for the project is $1,370,000. Bidders are required to provide bid bonds (5% of bid), performance bonds, and payment bonds, with insurance performance bonds and insurance payment bonds acceptable as alternatives. A Utah contractor license is not required as this is an equipment supply contract, though the flare manufacturer must be properly licensed in their state of operation. Bidders must be registered with SAM.gov. The specification requires bidders to assume 45 feet of straight interconnecting piping between the blower and flare, design based on 50% methane concentration at 100% saturation at 100°F, belt-driven blowers with variable frequency drives, both digital and paper data recorders, a NEMA 4X ignition panel, two 40-pound propane bottles, and a weather/heat shield canopy. An intermittent pilot design is required, and startup and demonstration support should include three days at eight hours each, with additional days chargeable unless delays result from equipment supplier fault. The flare manufacturer's responsibility begins at the single 24-inch connection point before the flare system knockout pot; all piping and systems thereafter are the manufacturer's responsibility. The manufacturer must also provide 45 feet of interconnecting piping between the blower skid and flare, and must include reasonable hardware for local SCADA software operation, including server and communications infrastructure as necessary given the half-mile distance to the nearest internet connection.

Public Q&A

#1 - Engineer's Estimate

Felafoai Fano, Aug 14, 2026 1:46 PM MDT, Public - Answered

What is the Engineer's estimate for this project?

Felafoai Fano, Aug 14, 2026 1:46 PM MDT, Public - Answered

$1,370,000

#2 - Commercial Bonds

Cimarron Energy, Aug 18, 2026 1:36 PM MDT, Public - Pending

Is an insurance performance bond acceptance in lieu of a performance bond?

A payment bond is to protect the OWNER from a contractor that doesn't pay its suppliers.

Considering this is a bid to an equipment supplier, a payment bond is not applicable. Correct?

John Coyle, Aug 25, 2026 8:16 AM MDT, Public - Answered

The performance bond is required.

For instance, if you didn't supply the flare, the City could use your performance bond.

#3 - Public Work Contract Redlines

Cimarron Energy, Aug 18, 2026 1:40 PM MDT, Public - Pending

Given that this bid is for an equipment supplier and not a general contractor, most of the Public Works Contract language does not seem applicable. For example, the requirement for a Utah contractor license.

Will Redlines on the Contract documents be considered prior to an award?

John Coyle, Aug 25, 2026 8:20 AM MDT, Public - Answered

A Utah contractor license will not be required, unless you are doing construction in Utah.

This contract is not for on-site construction.

We will not redline the boilerplate documents.

#4 - Bid Submission Required Sections

Cimarron Energy, Aug 18, 2026 1:43 PM MDT, Public - Pending

In order to submit a bid, a SAM.gov number is required along with being registered with Utah Commerce, Division of Corporations and Commercial Code. Given that this bid is for an equipment supplier, neither are applicable. Correct?

John Coyle, Aug 25, 2026 8:29 AM MDT, Public - Answered

A Utah contractor license is not require. (See question #3)

The manufacturer of the flare needs to be properly licensed in the state where they are located.

SAM

John Coyle, Aug 25, 2026 9:55 AM MDT, Public - Answered

A Utah contractor license is not required. (See question #3)

The manufacturer of the flare needs to be properly licensed in the state where they are located.

A SAM number is required for the bid.

#5 - Due Date

PRM, Aug 20, 2026 2:48 PM MDT, Public - Pending

Given that the due date for the bid is as almost immediately after the final date for questions, can you please provide a 2 week extension to allow sufficient time to review answers and adjust our bids as necessary based on those answers.

John Coyle, Aug 25, 2026 8:33 AM MDT, Public - Answered

We are not interested in delaying this bid.

There will be an addendum issued on Friday to include all questions and answers and address any issues.

This should allow four days for adjusting your bid prior to the bid opening.

#6 - Actuated sfety valves

PRM, Aug 20, 2026 2:49 PM MDT, Public - Pending

The drawings seem to refer to (3) 24" valves required, whereas the bid spec document refers to a single actuated safety valve as sized by the manufacturer. Is the flare manufacturer responsible for the (3) 24" actuated valves and the flare safety valve, or just the flare skid safety valve as required by code.

Avery Holyoak, Aug 24, 2026 3:47 PM MDT, Public - Answered

The 3 24" valves shown on drawing SP 102 are not part of the flare skid and will be obtained and installed by a general contractor. The flare manufacturer is responsible for just the flare skid safety valve as shown on drawing DT 101.

#7 - Blower Type

PRM, Aug 20, 2026 2:51 PM MDT, Public - Pending

The specification states that the blowers are to be belt driven with VFD's. We typically spec.

blowers to be direct driven with VFD's avoiding the noise, maintenance and additional safety hazards associated with a belt drive system. Is this acceptable or are belt driven units required.

Avery Holyoak, Aug 24, 2026 3:47 PM MDT, Public - Answered

Bidders should bid to supply belt drive blowers. Manufacturer design recommendations may be considered, at SLVSWMF's discretion, after award of the bid during the design phase.

#8 - Water and Sewer work

PRM, Aug 20, 2026 2:52 PM MDT, Public - Pending

The RFQ has several sections pertaining to water and sewer work. Please confirm these are not applicable as this bid scope is equipment supply only.

Avery Holyoak, Aug 24, 2026 3:48 PM MDT, Public - Answered

This is correct.

#9 - Propane tank

PRM, Aug 20, 2026 2:54 PM MDT, Public - Pending

Confirm if the propane tank and regulator is to be obtained from local supplier, by others. Typically a local supplier will only fill tanks they have provided. This regulator needs to supply minimum 10 psi propane to the flare ignitor. Flare manufacturer will supply all piping, valves and fittings needed after this main tank regulator.

Avery Holyoak, Aug 24, 2026 3:48 PM MDT, Public - Answered

Bidders should bid to supply the propane tank and regulator. Manufacturer design recommendations, such as local supply of the propane tank and regulator, may be considered, at SLVSWMF's discretion, after award of the bid during the design phase.

#10 - Geotechnical Report

Blue Sky Construction, LLC, Aug 21, 2026 8:28 AM MDT, Public - Pending

Is there a geotechnical report available for the project site? If so, please provide a copy. Thank you

Avery Holyoak, Aug 24, 2026 3:48 PM MDT, Public - Answered

A geotechnical study has not been conducted.

#11 - Site Work Demands

PRM, Aug 21, 2026 9:22 AM MDT, Public - Pending

Are the following Work Demands to be included in the pricing for the New Flare?Significant Site Work Demands

Mass Earthwork & Grading: Sheet GR 101 calls for placing and compacting approximately 1,870 cubic yards of compacted soil fill to form 4:1 side slopes.

Concrete Foundations & Pads: Sheet GR 101 & DT 101 require pouring multiple reinforced concrete pads:

Blower skid pad

Enclosed flare pad

Emergency generator pad

Storage shed pad

Pad specifications require an 8-inch thick concrete pad reinforced with #5 rebar at 12 inches on center over a 12-inch gravel base.

Underground Utilities & Trenching: Sheet DT 101 shows sub-grade trenching and installation directly beneath/around the pad for:

1-inch HDPE gas pipe

1-inch HDPE compressed air pipe

1.5-inch electrical conduit

Drainage & Earth Surface Cover:

Installation of a 24-inch storm drain culvert. SP 102

Placement of a 4-inch gravel cover surface layer over the graded pad area.

Fencing & Security: Supply and installation of a proposed chain-link fence with an access gate surrounding the site. SP 102

Avery Holyoak, Aug 24, 2026 3:48 PM MDT, Public - Answered

No, the listed work demands in Question 11 are not to be included in the New Flare pricing. Only the supply of equipment, including the Gas Handling System (i.e. gas blowers), Interconnecting Piping System (i.e. pipes after connection to the header), Enclosed Combustor Flare System (including the propane tank), and Control System as described in parts 2.2-2.8 of SECTION 44 13 57, as well as submittals, start up and testing services, demonstrations, warranties, and service as described in parts 1.2, 1.7, 1.8, 3.2, and 3.3 of SECTION 44 13 57 are to be bid. Construction and installation of the flare and the items listed shall be provided under separate bid. The included 40% design drawings are intended to convey the expected site layout and constraints to bidders, and are subject to change during further design of the New Flare.

#12 - Project Schedule

Blue Sky Construction, LLC, Aug 24, 2026 3:21 PM MDT, Public - Pending

Please clarify the project schedule, including key intermediate milestones. In particular, please clarify the mechanical completion date for the project.

Thank you

Avery Holyoak, Aug 24, 2026 4:13 PM MDT, Public - Answered

The project schedule will be dictated by the manufacturer and their supply chains. Based on our understanding of the process, a Spring/Summer 2027 flare delivery timeline may be feasible. The contract end date is listed as October 27, 2028. This is a conservative end date, meant to account for delays which may arise in manufacturing and delivery, as well as to allow the City to keep the contract open during a troubleshooting period after installation and start-up.

It is anticipated that, following contract award, shop drawings will be submitted for approval, equipment will be manufactured, delivered, and accepted by the landfill/City.

Avery Holyoak, Aug 25, 2026 9:25 AM MDT, Public - Answered

Specifications state:

“Expected deadlines for MANUFACTURER:

a. Ninety (90) percent design Submittal Schedule: six (6) weeks after bid award.

b. Final Submittal Schedule: two (2) weeks after receipt of ENGINEER and

OWNER comments.

c. Production Schedule: 32-36 weeks after receiving approved submittal.

d. Delivery Schedule: up to four (4) weeks after fabrication is complete.

e. Flare delivery is expected to be completed no later than October 2027, with earlier design, fabrication and delivery strongly preferred.”

#13 - Bonding

PRM, Aug 24, 2026 4:54 PM MDT, Public - Pending

Based on the anwser to #11 will bonding still be required?

John Coyle, Aug 25, 2026 8:45 AM MDT, Public - Answered

Yes.

The Bid, Payment and Performance bonds are all required.

The Bid bond assures that the bidder is serious about their bid.

The Payment bond is available to assure that the bidder pays their suppliers.

The Performance bond assures the City and SLVSWMF that the bidder will supply the flare.

APWA Section 01 29 00 is applicable on every project.

Yes, the Measurement and Payment shows "Lump Sum" for the individual items, but we will likely require a Schedule Of Values Form for progress payments.

#16 - Technical Questions (Section 44 13 57)

Cimarron Energy, Aug 25, 2026 2:16 PM MDT, Public - Pending

Section 1.2 A.: Please confirm 90% & 100% design review shop drawings are defined as the Piping & Instrumentation Diagram (P&ID), General Arrangement Drawings, and Electrical Drawings.

Section 1.4: Please confirm that the flare/blower package's design point shall be based on 50% methane concentration and 100% saturated at 100°F. This is the standard industry design condition for biogas applications. The methane and temperature ranges listed in the specification will be considered as the operating ranges for equipment performance and controls, but not the governing design point for sizing.

Section 1.4: Please confirm a digital data recorder is sufficient and an additional paper data recorder is not required.

Section 1.4: We interpret the requirement for a 'Canopy' as a rain/sun shield that protects the control rack & electrical equipment from UV rays and rain. Please confirm this interpretation is correct.

Section 1.4 & Section 2.4: Section 1.4 mentions a continuous pilot while Section 2.4 mentions an intermittent pilot. Please confirm an intermittent pilot is the intended operational philosophy.

Section 1.4: Please clarify how automatic activation of the flare shall be achieved. Is an automatic transfer switch being requested?

Section 1.7: The warranty period needs to be contingent on flare delivery as well in case there are significant commissioning delays. Is 24 months from date of shipment or 12 months from startup (whichever comes first) acceptable? This puts the warranty period to end by October 2029 if delivered by October 2027 and commissioned by October 2028.

Section 1.8: Please confirm the 5-years of Service and Maintenance requirement is defined as 5 years of 1 annual preventative maintenance services. Please also confirm a contractor license in Utah is not required for this scope.

Section 2.3: Please confirm 40 feet of interconnecting piping (without bends) shall be quoted.

Section 2.4: Please confirm that personnel protection at accessible areas is an acceptable alternative in lieu of the 250 deg F skin temperature requirement. This optimizes costs while still complying with OSHA requirements.

Section 2.4: Please confirm a painted NEMA 4 ignition panel is acceptable as an alternative to a NEMA 4 ignition panel. This offers the same level of weatherproof protection.

Section 2.4: Please confirm QTY (2) 40 lb propane bottles is an acceptable interpretation to the requirement of 6 months of operation without refill being required. In our experience, this is a sufficient amount for an intermittent pilot based on typical usage.

Section 2.5: Specification requires a copy of the SCADA system which is by others. Our control system will integrate with owner provided SCADA packages over ethernet or modbus tcp/ip.

Please confirm this is acceptable.

Section 3.2: Please confirm that all bidders should consider three days at eight hours each for onsite start-up and testing support. Any additional days would therefore be chargeable unless the start-up and testing delay past 3 days is the fault of the equipment supplier.

Section 3.3: Please confirm that all bidders should consider three days at eight hours each for demonstration testing support. Any additional days would therefore be chargeable unless the start-up and testing delay past 3 days is the fault of the equipment supplier.

Avery Holyoak, Aug 27, 2026 8:34 AM MDT, Public - Answered

Section 1.2 A.: Please confirm 90% & 100% design review shop drawings are defined as the Piping & Instrumentation Diagram (P&ID), General Arrangement Drawings, and Electrical Drawings.

• The proposed drawing titles are acceptable as long as they detail the physical and electrical designs with sufficient detail, including dimensions of the complete system and locations for electrical, gas, and compressed air connections, for an outside reviewer to verify compliance with all specifications, and to finalize design of the concrete pad.

• It is confirmed that 50% methane at 100% saturated at 100°F should be used as the design point. The methane and temperature ranges listed in the specification will be considered as the operating ranges for equipment performance and controls.

Section 1.4: Please confirm a digital data recorder is sufficient and an additional paper data recorder is not required.

• Bidders should include both a digital and paper data recorder. This is for backup and power outage purposes, as the designer has seen issues with only a digital data recorder in the past.

Section 1.4: We interpret the requirement for a 'Canopy' as a rain/sun shield that protects the control rack & electrical equipment from UV rays and rain. Please confirm this interpretation is correct.

• Bidders should reference 2.5A, which states “A weather/heat shield (including but not limited to canopy) shall be provided to protect the control panel against radiated heat (solar and/or flare) and rain or snow.” The weather/heat shield must include a canopy.

Section 1.4 & Section 2.4: Section 1.4 mentions a continuous pilot while Section 2.4 mentions an intermittent pilot. Please confirm an intermittent pilot is the intended operational philosophy.

• An intermittent pilot is the design point bidders should use.

Section 1.4: Please clarify how automatic activation of the flare shall be achieved. Is an automatic transfer switch being requested?

• The backup generator and automatic transfer switch will be provided by a general contractor under separate bid. The flare should have the ability to accept backup power and automatically restart when backup power is established.

• The intention is for an active warranty available for two years from the time of startup. Flare delivery is expected no later than October 2027, and startup is anticipated to be no later than January 31, 2028. The 24 month warranty would therefore begin by approximately February 1, 2028 and run through February 1, 2030. Bidders should base their bid on these assumptions.

Should delivery be delayed, then the other dates will be adjusted accordingly. If delivery is on schedule and general contractor delays startup beyond January 31, 2028, owner will negotiate a resolution with manufacturer.

Section 1.8: Please confirm the 5-years of Service and Maintenance requirement is defined as 5 years of 1 annual preventative maintenance services. Please also confirm a contractor license in Utah is not required for this scope.

• The frequency of maintenance and testing will be a minimum of once per year but will depend on manufacturer's recommended maintenance and testing program. If recommended preventative maintenance is more frequent than annual, the costs should be included in the bid. A contractor license in Utah is not required for this scope.

Section 2.3: Please confirm 40 feet of interconnecting piping (without bends) shall be quoted.

• For the purposes of the bid, assume 45 feet of straight pipe between the last blower and the flare. The pipe length between the last blower and the flare might be shortened during the design depending on the locations of gauges, meters, and other fittings. Additional piping required between the connection to the header from the landfill and the end of the last blower (where straight section of pipe to the flare begins) will be determined by the design of the manufacturer.

Section 2.4: Please confirm that personnel protection at accessible areas is an acceptable alternative in lieu of the 250 deg F skin temperature requirement. This optimizes costs while still complying with OSHA requirements.

• Owner wants all bids to conform to 250 deg F skin temperature requirement, even if all bids are higher as a result, for fairness in interpreting bids.

Section 2.4: Please confirm a painted NEMA 4 ignition panel is acceptable as an alternative to a NEMA 4 ignition panel. This offers the same level of weatherproof protection.

• The specification calls for NEMA 4X construction. To fairly interpret bids, please include in the bid price a NEMA 4X part. Manufacturer design recommendations may be considered, at owner's discretion, after award of the bid during the design phase.

Section 2.4: Please confirm QTY (2) 40 lb propane bottles is an acceptable interpretation to the requirement of 6 months of operation without refill being required. In our experience, this is a sufficient amount for an intermittent pilot based on typical usage.

• This volume is acceptable based on bidder’s estimation that it would satisfy 6 months of operation. To fairly interpret bids, please include in the bid price a horizontal LP tank at or nearest the estimated volume as specified. Manufacturer design recommendations, such as differing propane tanks, may be considered, at owner's discretion, after award of the bid during the design phase.

Section 2.5: Specification requires a copy of the SCADA system which is by others. Our control system will integrate with owner provided SCADA packages over ethernet or modbus tcp/ip.

Please confirm this is acceptable.

• Bidders should include the cost of acquiring and integrating the fully licensed SCADA system in the overall bid to fairly evaluate bids. Manufacturer design recommendations may be considered, at owner's discretion, after award of the bid during the design phase.

Section 3.2: Please confirm that all bidders should consider three days at eight hours each for onsite start-up and testing support. Any additional days would therefore be chargeable unless the start-up and testing delay past 3 days is the fault of the equipment supplier.

• Confirmed that all bidders should consider three days at eight hours each for onsite start-up and testing support.

Section 3.3: Please confirm that all bidders should consider three days at eight hours each for demonstration testing support. Any additional days would therefore be chargeable unless the start-up and testing delay past 3 days is the fault of the equipment supplier.

• Confirmed that all bidders should consider three days at eight hours each for demonstration testing support.

#17 - Insurance Bonds

Avery Holyoak, Aug 26, 2026 8:19 AM MDT, Public - Answered

Are bonds required to be cash or can a bond insurance be used?

Avery Holyoak, Aug 26, 2026 8:19 AM MDT, Public - Answered

They can be cash or a bonding entity can be used.

#18 - Flare manufacturer responsibility

Avery Holyoak, Aug 26, 2026 8:27 AM MDT, Public - Answered

Where on the 40% site plans does the flare manufacturer responsibility start?

Avery Holyoak, Aug 26, 2026 8:27 AM MDT, Public - Answered

The Flare Manufacturer is responsible to provide a single 24-inch connection just before the flare system knockout pot, and all piping and systems thereafter until the end of the flare. The three (3) 24-inch valves and the underground condensate tank shown on the plans will be the responsibility of a general contractor for installation (which will be chosen in a different bid.)

#19 - Supply only or installation

Avery Holyoak, Aug 26, 2026 8:34 AM MDT, Public - Answered

Is this bid for supply only? The documents on U3P states: "The work to be performed consists of furnishing AND INSTALLING the equipment, facilities, services, and appurtenances indicated in the Contract Documents."

Avery Holyoak, Aug 26, 2026 8:34 AM MDT, Public - Answered

This bid is for supply only and certain services in the specifications, such as factory and field testing, field training, etc. but not installation. The installation will be awarded in a separate bid.

#20 - Size of connection to flare

Avery Holyoak, Aug 26, 2026 8:35 AM MDT, Public - Answered

Is there a size on that connection to the flare? (valve?)

Avery Holyoak, Aug 26, 2026 8:35 AM MDT, Public - Answered

24 inches.

#21 - Length of piping between skid and flare

Avery Holyoak, Aug 26, 2026 8:36 AM MDT, Public - Answered

The interconnecting pipe between the blower skid and flare is included in this bid, correct? If so, what is the needed length?

Avery Holyoak, Aug 26, 2026 8:36 AM MDT, Public - Answered

That is correct. We will provide a set length so all bids can be equal. The length to assume is: 45 feet.

#22 - Contractor vs Manufacturer

John Zink Company LLC, Aug 26, 2026 12:57 PM MDT, Public - Pending

The bid documents mention a "CONTRACTOR" and a "MANUFACTURER", and I would like to clarify who those parties are. My company is an equipment "MANUFACTURER", and we are under the impression that the "CONTRACTOR" refers to a local bidding contractor who will be in charge of the receipt of equipment, installation, etc.

Is our understanding correct?

If so, we would need to obtain the list of bidding "CONTRACTOR"s, but I do not see this available on Bonfire.

If not, is the intention that the CONTRACTOR and the equipment MANUFACTURER are actually the same company? Or is the "CONTRACTOR" work going to be handled under a separate bid?

Does the "MANUFACTURER" need to provide any bonds (bid, performance, payment) or is that in the scope of work for the "CONTRACTOR"?

Avery Holyoak, Aug 26, 2026 2:06 PM MDT, Public - Answered

This bid is just for supplying the flare and certain services in the specifications, such as factory and field testing, field training, etc. but not installation. For the purposes of this specific bid, the manufacturer would be considered the contractor in the Project Manual. Bidders for supplying the flare are required to provide bid, payment, and performance bonds.

The installation contractor will be selected in a future bid, separate from this contract. There is not a list of installation contractors bidding on this project, as this bid is for manufacturing and delivery of the new flare.

Avery Holyoak, Aug 28, 2026 11:39 AM MDT, Public - Answered

To clarify: References to CONTRACTOR in from SECTION 00 01 01 to SECTION 01 35 10 are same as MANUFACTURER as applicable. References to CONTRACTOR in SECTION 44 13 57 describe a separate entity. The bid for CONTRACTOR as described in SECTION 44 13 57 will be a separate, later process under a separate contract. There is no list of bidding contractors as described in SECTION 44 13 57, as this bid has not taken place. A list of pre-bid meeting attendees for this contract will be posted in an addendum today.

#23 - Bid Submission Deadline Extension

John Zink Company LLC, Aug 26, 2026 3:30 PM MDT, Public - Pending

We would like to echo a concern raised by another bidder. Given the limited time available to evaluate and incorporate the forthcoming addendum, we respectfully request a bid extension to ensure we can provide Salt Lake City with our most complete and competitive proposal.

Avery Holyoak, Aug 27, 2026 8:36 AM MDT, Public - Answered

The due date will not be extended; please see response to question #5.

#24 - Max Heat Release

Perennial Energy, LLC, Aug 27, 2026 1:58 PM MDT, Public - Pending

In reference to question 16, the specification calls for a 145.4 MMBtu/hr heat release. The assumption is this is based on 60% CH4 and 4000 SCFM. If we are supposed to base design on 50% (per the answer on question 16), this would be 121.2 MMBtu/hr at 4000 SCFM. Please specify the max heat release design of the enclosed ground flare, 120 MMBtu/hr or 145.4

MMBtu/hr.

Avery Holyoak, Aug 28, 2026 1:32 PM MDT, Public - Answered

The maximum heat release achieved by the flare is expected to be 145.4 MMBtu/hr. The answer to Question 16 was intended to provide a singular design point (if needed for a manufacturer's particular design philosophy), although actual operating parameters will almost certainly vary outside that point. In the answer to Question 16, it was stated "The methane... ranges listed in the specification will be considered as the operating ranges for equipment performance and controls, but not the governing design point for sizing." A flare designed for 121.2 MMBtu/hr which can safely operate at a maximum of 145.4 MMBtu/hr would be acceptable.

#25 - SCADA System vs PLC Program Clarification

Cimarron Energy, Aug 27, 2026 4:01 PM MDT, Public - Pending

One point on Response #16 was a bit unclear, and we'd appreciate some clarification.

Our flare system includes a PLC-based local control panel that manages the control philosophy for both the flare and blower skid. We can provide the PLC programming and associated licenses to the Owner and integrate with the site's existing SCADA system via Ethernet or Modbus TCP/IP.

Our interpretation of a SCADA system is a site-wide platform that includes items such as servers, workstations, gateways, historians, and related software infrastructure. To clarify your requirement, are you requesting only the controls programming, licensing, and communications necessary to monitor and control the flare and blower skid through the Owner's existing SCADA system, rather than a complete standalone SCADA platform for the entire landfill?

If so, please confirm that integration with the Owner's SCADA system via Ethernet or Modbus TCP/IP is acceptable.

Avery Holyoak, Aug 28, 2026 1:39 PM MDT, Public - Answered

No existing site SCADA system is currently available. Bidders should include reasonable hardware needed to run SCADA software locally (at the blower/flare station), which may include a local server (to be housed within a weather and corrosion protected enclosure with appropriate cooling), telemetry/cellular/satellite communications array if necessary, etc., noting that the nearest internet connection availability is one half mile away. However, note that only the flare and flare skid are included in the requested SCADA system; no other landfill system is required for inclusion.

Manufacturer design recommendations to a SCADA system may be considered, at SLVSWMF's discretion, after award of the bid during the design phase.

We are not looking for a SCADA platform for the entire landfill.
