About this opportunity
The Greater Orlando Aviation Authority is soliciting responses for janitorial maintenance services at satellite buildings at Orlando International Airport (MCO) and Orlando Executive Airport (ORL) under ITN 26-540, with responses due November 16, 2026 and a pre-submittal meeting on October 21. This is a direct procurement reserved exclusively for Local Developing Businesses (LDBs) with principal place of business in Orange, Osceola, Lake, or Seminole Counties as defined in the Aviation Authority's Policy 1200.01 — the sole eligibility gate.
The scope covers comprehensive janitorial maintenance across 31 satellite buildings totaling 453,784 square feet, including administrative offices, maintenance facilities, fire stations, checkpoints, parking administration, and specialized facilities such as the USDA Inspection Building, IT facility, and cargo handling buildings. The contractor must provide all labor, supervision, equipment, tools, janitorial cleaning supplies (except hand soap and trash liners supplied by the Authority), paper products (except paper towels and toilet tissue supplied by the Authority), feminine hygiene products, uniforms, fuel, oil, lubricants, and related items. Services include daily cleaning at 5, 7, or 3 day-per-week frequencies depending on location, two-day trash removal cycles, cycle cleaning, and policing of high-use areas. Work hours span first shift (8:00 AM to 4:30 PM) and second shift (2:00 PM to 10:30 PM), Monday through Friday, with emergency response required within 30 minutes if personnel are on-site or two hours otherwise. The contractor must employ an experienced on-site supervisor holding a high school diploma and minimum three years of supervisory experience in commercial janitorial operations.
The contract term is three years with two one-year renewal options, commencing on or about February 1, 2027. Respondents must demonstrate minimum three years of continuous, recent, and verifiable janitorial-services experience, provide three references from similar-scope clients within the past three years, and provide proof of bondability. Questions are due October 30, 2026 at 4:00 PM, with responses due by November 4. Committee evaluation is scheduled for November 30, optional interviews on December 4, and negotiation conclusion by December 11. The Aviation Authority Board approval is January 27, 2027.
