About this opportunity

Ozaukee County is seeking a qualified contractor for the comprehensive renovation of Lasata Heights Apartments, a senior-living facility located in Cedarburg, Wisconsin. The project involves renovating 24 senior-living apartments across three floors, with work encompassing kitchen and bathroom remodels, flooring replacement, cabinetry installation, plumbing and electrical updates, and common area carpet replacement. Specific renovation requirements include installing new kitchen and bathroom fixtures, laminate countertops, backsplashes, vinyl tile and carpet flooring, interior doors, trim, ceiling fans, LED lighting, and accessibility modifications like grab bars. The procurement is being conducted through the Community Development Block Grant Program, with sealed bids due on December 2, 2021, at 10:00 AM at the Ozaukee County Administration Center. A mandatory pre-submittal conference was held on November 22, 2021, at the Lasata Heights Apartments. Bidders must submit a certified check or bid bond of at least 5% of the total bid amount, and the contract will be awarded to the lowest responsible bidder complying with all contract document requirements.

The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though the project is subject to federal Davis-Bacon prevailing wage requirements and includes section 3 contract compliance for community residents and businesses. Contractors must obtain all necessary federal, state, and local permits and provide a performance bond covering 100% of the contract price. Comprehensive insurance coverage, including workers' compensation, general liability, automobile liability, and property damage insurance, is mandatory. While no specific budget range is explicitly stated, the project timeline targets substantial completion by September 30, 2022, with final completion by December 31, 2022. Liquidated damages of $500 per calendar day will be assessed for failure to meet the completion deadline. The project involves renovating four unit types (Type A: 10 units, Type B: 6 units, Type C: 5 units, and Type D: 3 units), with a minimum of three units to be worked on simultaneously, ensuring continuous progress throughout the renovation.
