About this opportunity

The City of Long Beach Utilities Department is procuring construction services to replace large potable water valves on Willow Street under project EO-3598, WD-52-22, with bids that closed July 6, 2023 and intent to award posted July 17, 2023 to Stephen Doreck Equipment Rentals, Inc.

Bidders must hold a valid California Class "A" General Engineering Contractor license and DIR registration. The scope includes furnishing labor, equipment, and materials to replace six existing 20-inch gate valves with 20-inch butterfly valves (owner-supplied) across three locations on Willow Street and neighboring intersections in Long Beach. Work encompasses traffic control, potholing, utility protection, excavation, linestop assembly construction, valve removal and installation, hydrostatic testing to 150 psi, disinfection, backfill, and pavement restoration. A mandatory pre-bid conference was held June 14, 2023. Addendum No. 1, issued June 15, 2023, introduced requirements for resilient-seated insertion gate valves (4" to 16", 150 psi working pressure) on ductile iron pipe host materials, with specified valve-body materials (ductile iron conforming to ASTM A536 Grade 65-45-12, NSF 61 listing, and federal lead-reduction compliance) and named-acceptable manufacturers and installers including Koppl Pipeline Services and Rangeline Group. Factory testing per AWWA C515 standards (proof of design, operation, shell at 400 psi, and seat at 200 psi) is contractor-funded. The contractor must complete the Caltrans Encroachment Permit process for Willow Street work, notify Long Beach Utilities at least 72 hours before installation, and provide a one-year warranty.

The contract duration is 160 calendar days from Notice to Proceed. Bid security of 10% of the total bid amount is required, with performance and labor/material bonds each equal to 100% of contract price due upon award. Prevailing wage requirements under California Labor Code Section 1720 apply. Award goes to the lowest responsible bidder. The project is located in Long Beach west of the I-710 Freeway near the Willow Street exit and is subject to Department of Industrial Relations compliance monitoring.
