About this file

This document is a Prebid Meeting Question and Answer summary for the Construction of Large Potable Water Valve Replacement Project (EO-3598, WD-52-22) issued by the Long Beach Utilities Department. The project involves the replacement of large potable water valves on Willow Street. Key clarifications from the prebid meeting address contractor responsibilities, including the installation of line-stops only (no insertion valves), removal of existing 20-inch valve bypass piping in its entirety, and hydrotesting and chlorination of any depressurized water system sections. The contractor must complete the Caltrans Encroachment Permit process for work on Willow Street, following instructions outlined in the permit and special provisions detailed in the contract documents' Part 10 specifications.

The Long Beach Utilities Department will furnish butterfly valves and actuators as owner-supplied materials. Test caps for hydrotesting are not being provided by the water department and must be secured by the contractor. The project is not subject to a Prevailing Wage Agreement (PLA). While a Caltrans Rider Permit is not explicitly required to be pulled by the contractor, the contractor must complete the encroachment permit process that has already been initiated by Long Beach Utilities Department with Caltrans District 7, adhering to all permit requirements and special provisions as outlined in the contract documents.
