About this opportunity
The Georgia Department of Administrative Services, State Purchasing Division, issued a Request for Proposal (RFP SPD0000204) to establish one or more statewide contracts for Language Services, with proposals due August 25, 2023. The solicitation closed on the posted date (July 18, 2023 appears to be the original deadline; the RFP was updated through August 21, 2023 with revised attachments including the Program Requirement Document, mandatory requirements, cost worksheet, and terms and conditions). A virtual offerors' conference was held August 1, 2023, at 3:00 PM EST via GoToWebinar, with participation optional but strongly encouraged.
The scope encompasses eight primary service categories: Written Language Translation, Telephonic Interpretation, Braille Services, Video Remote Language Interpretation, Video Remote Sign Language Interpretation, Platform/Broadcasting Services, In-Person Sign Language Interpretation, and In-Person Language Interpretation. Categories 7 and 8 include regional variations across five regions, with Category 7 and 8 Region 3 designated for a single supplier. This is an open agency statewide contract with no set contract values; estimated award amounts apply.
Evaluation combined cost scores with validated technical scores to determine final combined scores. The Notice of Intent to Award was posted February 19, 2024, and the formal Notice of Award was posted March 26, 2024. Multiple vendors received awards across service categories, including Ad Astra, Interpreters Unlimited, Language Line Services, Lionbridge, Homeland Language Services, MasterWord Services, Propio, SOS Language Solutions, LATN, PGLS, and Translation Station. Unsuccessful offerors were notified; most were rejected as not highest scoring, while three (Health Plus Transport, Morris Interpreting Service Inc, and Worldwide Interpreters Inc) were deemed non-responsive. Protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.
