The scope is an approximately 18,000 square foot purpose-built facility on district-owned property (Utah County Parcel No. 66:290:0008) at the Alpine School District Transportation West facility site, adjacent to Westlake High School. Mandatory requirements include a minimum of 10 years of relevant professional experience, current Utah Contractors License, current business license, proof of liability and workers' compensation insurance, and a 5% bid bond.

Construction is anticipated to commence October 15, 2026, with substantial completion targeted for May 2027. The contract term runs for the duration of project delivery. Proposals will be evaluated on a 100-point rubric: demonstrated expertise in institutional and industrial facilities (25 points), integrated team dynamics and design-build experience (20 points), turnkey cost and value pricing (20 points), schedule efficiency (15 points), architectural design quality and lifecycle value (10 points), and references and past performance (10 points). References must include a minimum of three institutional or commercial facilities of 15,000+ square feet completed within the past ten years with unified design-build delivery. A performance bond equal to 100% of the contract price will be required upon award. Evaluation is scheduled July 13–15, 2026, with potential interviews July 16–17, 2026, and contract award anticipated July 20, 2026. Proposals must be submitted electronically via the Utah Public Procurement Place and include Schedule A (Certification of Proposal), Schedule B (Technical Proposal), and Schedule C (Turnkey Cost and Value Pricing). Pricing will be evaluated independently using a formula where the lowest-cost vendor receives 100% of cost points.
