PURPOSE & PROJECT OVERVIEW

Lake Mountain School District is seeking competitive proposals from qualified, licensed Design-Build (DB) Teams—consisting of general contracting firms partnered with licensed Architectural and Engineering sub-consultants—to provide turnkey design, engineering, permitting, procurement, and construction services for a new Bus Maintenance & Transportation Facility.

The approximately 20,000 square foot purpose-built facility will be constructed on existing district-owned property within Utah County Parcel No. 66:290:0008, specifically on the current employee parking lot of the Alpine School District Transportation West facility in Saratoga Springs, Utah. The site is immediately adjacent to Westlake High School; the educational component will function as a dedicated CTE satellite program for Westlake High School students.

The selected DB team will hold single-point responsibility for a fully integrated, code-compliant facility serving both the district’s fleet maintenance operations and a Career and Technical Education (CTE) program in automotive and diesel mechanics. This procurement is conducted pursuant to the Utah Procurement Code and applicable administrative rules governing design-build contracts.

CORE DESIGN-BUILD OBJECTIVES & CONSTRAINTS

The selected Design-Build partner must balance three critical parameters throughout design and execution:

Strict Cost Control & Value Engineering: Project delivery must favor value-engineered, readily available materials and structural simplicity. Cost-effectiveness must be a primary driver in all design and procurement decisions.

High Durability & Low Lifecycle Maintenance: All material and mechanical selections must prioritize long service life, low maintenance burden, and durable wear-layers suited to a high-use institutional and industrial environment. Initial cost savings that create long-term maintenance liabilities are expressly discouraged.

Accelerated Delivery & Day-One Operational Readiness: The facility must be fully operational from the first day of occupancy—no deferred systems, incomplete punch-list items, or phased hand-offs. The DB team must include a credible fast-track strategy via a critical-path schedule which highlights key milestones and timelines demonstrating the ability to deliver completion by May 2027.

DETAILED SCOPE OF SERVICES (TURNKEY DELIVERY)

The selected DB firm is fully responsible for all architectural, engineering, civil, structural, permitting, utility coordination, and construction labor and materials.

Facility Space Program (Approximately 20,000 sq. ft.)

• Institutional Fleet Maintenance Bays (5): Heavy-duty drive-through or pull-in bays with oversized overhead doors, in-ground or surface-mounted bus-capable vehicle lifts, centralized compressed air, industrial floor drainage with interceptors, high-intensity lighting, dedicated heavy-equipment electrical circuits, petroleum-environment fire suppression and ventilation, and minimum 16-foot clear height.

• Fluid Service & Lubrication Bay (1): A dedicated pull-in bay equipped with an in-ground service pit providing below-vehicle access for fluid changes, lubrication, and undercarriage servicing of full-size school buses. The pit must meet all applicable OSHA and IFC requirements for below-grade work environments, including ventilation, lighting, non-slip surfacing, and safe egress. The bay shall include overhead fluid delivery reels or drop lines for bulk oil, coolant, transmission fluid, and grease — plumbed directly back to the bulk fluid and chemical storage room — along with a dedicated floor drain with oil/water separator, and adequate overhead clearance for full-size bus access.

• Body Work Bay (1): A dedicated bay for automotive body repair, including panel work, filling, and surface preparation by professional maintenance staff. Requires high-intensity adjustable lighting suitable for surface inspection, compressed air drops, dust collection provisions, and sufficient clearance to work around a full-size bus or vehicle.

• Spray Finishing Booth (1): A fully enclosed, dedicated spray finishing booth compliant with NFPA 33, IFC Chapter 24, and applicable OSHA standards for spray application of flammable finishes. Requires explosion-proof electrical throughout, a dedicated filtered exhaust and fresh-air supply system, fire-rated enclosure construction, an interlocked ventilation/lighting system, and appropriate fire suppression provisions.

• Bus Wash Bay (1): Drive-through capable, oil/water separator drainage meeting Utah DEQ requirements, hot and cold water supply, commercial wash equipment provisions, and minimum 16-foot clear height.

• Educational CTE Bays — Westlake High School Satellite (2): Bay configuration consistent with institutional bays for industry-standard instruction. Includes bus-capable vehicle lifts, enhanced student safety features (emergency stops, supervision sightlines), flexible demonstration/hands-on layout, and clear physical separation from institutional bays.

• CTE Classroom: Adjacent to educational bays; capacity for 20–24 students; integrated presentation technology; flexible seating and worktables; ADA-compliant throughout.

• Administrative & Office Space: Private offices, open workstations, reception area, and storage for maintenance supervisors and administrative staff.

• Tire Storage Room: Dedicated room with minimum 8-foot exterior delivery door, adequate floor load capacity, and code-required ventilation.

• Bulk Fluid & Chemical Storage Room: Adjacent to tire storage; direct exterior delivery access; compliant with Utah Fire Prevention & Safety Act and IFC/UFC requirements for flammable and combustible liquid storage, including 110% secondary containment, explosion-proof ventilation, minimum 2-hour fire-rated wall separation, and NFPA 704 signage.

• Core Support: Parts storage room with institutional bay access, separate staff and student restrooms, employee break room, custodial storage, mechanical/electrical/data rooms.

Site, Civil & Utility Work The build site is an existing paved parking lot; civil scope is minimal. The DB team shall:

• Conduct geotechnical survey and assess existing utility capacity

• Extend water, sewer, natural gas, and fiber from existing on-site tie-ins to the building footprint

• Coordinate with Rocky Mountain Power for 3-phase commercial service supporting all concurrent equipment loads

• Perform selective pavement demolition within the building footprint; repair and restripe access lanes and bus maneuvering aprons as needed

• Verify existing on-site stormwater channeling and retention system capacity; no new stormwater infrastructure is anticipated

• Construct ADA-compliant pedestrian pathways connecting the facility entrance to the parking lot and Westlake High School campus, with clear separation from bus and vehicle maneuvering areas

• Install high-efficiency LED perimeter lighting compliant with Saratoga Springs code:

maximum 3,000°K color temperature and 1-footcandle boundary spill

Code Compliance & Architectural Standards The facility must meet all Saratoga Springs Institutional Zoning requirements, including:

• Facade: raw unclad metal siding prohibited; 3-to-4-foot masonry wainscot (brick, stone, or split-face CMU) with IMP, stucco, or EIFS above; design contextually compatible with Westlake High School and the existing on-site Transportation Office building

• Mechanical screening: all rooftop units fully screened from ground view via parapets or masonry walls matching the building

• Full ADA compliance across all public-facing and student-occupied spaces

Campus Connectivity & Secure Student Access The DB team must provide a safe, ADA-compliant pedestrian connection between the facility and Westlake High School campus. The specific form—covered breezeway, paved pathway, or equivalent—will be determined in design development. Proposers must include a brief connectivity narrative in their technical proposal. The connection must:

• Be ADA-compliant with appropriate grades, surfacing, and lighting per Saratoga Springs code

• Maintain clear separation from all bus and vehicle maneuvering areas

• Include a designated access-controlled student entry point on the facility side (key-card or equivalent), separate from the staff and fleet entrance

• Coordinate with existing fencing, and site features at Westlake High School

Perimeter Security & Surveillance Infrastructure

As the maintenance building is part of a larger transportation campus, and as that campus is concurrently being expanded to include additional district services/office infrastructure, the perimeter fencing, sidewalks, entrance and access points will need to adjusted and/or expanded to fit the new design of the larger campus design.

• Perimeter Fencing Expansion: Tie directly into the property's existing perimeter barriers and extend heavy-duty commercial-grade fencing along the South East section of the property to fully incorporate and enclose the area that is currently the staff parking lot

• Integrated IP Security & Surveillance Network: Design and deploy a turnkey,

• non-proprietary Power over Ethernet (PoE) IP camera system covering the entire facility.

Exterior cameras must track newly expanded fencing perimeters and building access points with weatherproof, night-vision enclosures. Interior cameras must monitor primary areas as well as student instructional work areas. Integrated security system with larger campus technology terminating at a centralized Network Video Recorder (NVR) housed onsite with a minimum 30-day storage capacity.

• ADA-compliant walkways and access points

CTE Facility & Student Safety Compliance All CTE-designated spaces — including the educational bays and classroom — must be designed in full compliance with applicable Utah State Board of Education (USBE) facility standards, Utah Division of Occupational and Professional Licensing (DOPL) requirements for vocational instruction environments, and all relevant IBC, OSHA, and local code provisions governing student-occupied instructional spaces. This includes appropriate egress, ventilation, emergency shutoffs, sight-line requirements for instructor supervision, and hazardous material handling provisions specific to automotive and diesel mechanics instruction.

FFE

Furniture, fixtures, equipment (FFE), vehicle lifts, tools, diagnostic systems, and all other specialized operational or instructional equipment are expressly excluded from this RFP and will be procured separately by the District. The DB team is responsible for ensuring that all spaces are built to accommodate and support the intended equipment — including adequate structural provisions, utility rough-ins, and clearances — but shall not include the cost of any equipment, furnishings, or instructional technology in their submission.
