About this file
This is a Technical Proposal Evaluation Schedule for the Lake Mountain School District's Design-Build Services RFP for a Bus Maintenance & Transportation Facility in Saratoga Springs, Utah. The project involves the design, engineering, permitting, procurement, and construction of an approximately 18,000 square foot purpose-built facility to be located on the current employee parking lot of the Alpine School District Transportation West facility, adjacent to Westlake High School. The facility will serve as a dedicated CTE satellite program for Westlake High School students. Design-Build teams must consist of general contracting firms partnered with licensed architectural and engineering sub-consultants and will hold single-point responsibility for fully integrated, code-compliant delivery. The RFP closing date is Friday, July 10th, 2026, at 4:00 PM Mountain Time, with construction anticipated to commence on October 15, 2026, and substantial completion by May 2027.
The technical proposal evaluation criteria are weighted as follows: Demonstrated Expertise in Institutional & Industrial Facilities (25 points), requiring team profiles and resumes for the Lead Architect, Principal MEP Engineer, and Site Superintendent, along with narrative documentation of managing specialized loads including bay ventilation, compressed air, floor drainage, and CTE equipment while maximizing lifecycle efficiency and controlling structural costs; Integrated Team Dynamics & Design-Build Experience (20 points), assessing track record of single-point responsibility delivery on time and within budget with experience in clear-span steel, institutional envelopes, and integrated utility systems; Efficiency of Proposed Schedule (15 points), evaluating feasibility and path logic from contract award through concurrent civil and steel procurement to May 2027 completion; References & Past Performance (10 points), requiring minimum three institutional or commercial facilities of 15,000+ square feet completed within the past ten years with unified design-build delivery; and Architectural Design Quality & Lifecycle Value (10 points), demonstrating contextually compatible design meeting Saratoga Springs Chapter 19.16 standards with materials, massing, and aesthetics cohesive with the adjacent Westlake High School campus and Transportation Office building, along with specific strategies for long-term durability, energy efficiency, and reduced operational maintenance burden.
