About this file

This is a Schedule C Turnkey Cost & Value Pricing document for the Lake Mountain School District's Design-Build Services project to construct a new Bus Maintenance & Transportation Facility in Saratoga Springs, Utah. The District is soliciting competitive proposals from qualified Design-Build Teams consisting of general contracting firms partnered with licensed architectural and engineering sub-consultants to provide comprehensive turnkey design, engineering, permitting, procurement, and construction services. The approximately 18,000 square foot facility will be constructed on existing district-owned property (Utah County Parcel No. 66:290:0008) at the Alpine School District Transportation West facility site, adjacent to Westlake High School. The facility will include eight service bays, a bus wash bay, a CTE classroom component serving as a satellite program for Westlake High School students, offices, restrooms, break room, tire storage, bulk fluid and chemical storage, and a parts room. The RFP closing date is Friday, July 10th, 2026, at 4:00 PM Mountain Time, with construction anticipated to commence on October 15, 2026, and substantial completion targeted for May 2027. A single contract award will be made to the responsive and responsible offeror with the highest evaluation score.

The pricing structure is organized in six phases with fixed design and construction costs: Pre-Construction (Schematic Design, Geotechnical, Structural, MEP Engineering, Permits & Stamped Plans); Phase I (Civil Site Work including selective demolition, re-grading, utility extensions, and Rocky Mountain Power 3-phase service); Phase II (Site Improvements including bus maneuvering aprons, ADA pathways, lighting, and fencing); Phase III (Structural Steel Frame & Foundations); Phase IV (Exterior Enclosure & Code Compliance including masonry wainscot and IMP cladding); and Phase V (Interior Build-Out). The proposal includes line items for construction overhead, general conditions, performance and payment bonds, and contingency costs, with a total project cost to be submitted by the bidder for authorization signature.
