About this opportunity
Kauai County, through the State of Hawaii Department of Land and Natural Resources Division of Boating and Ocean Recreation, is requesting bids for repair of the marginal wharf at Kikiaola Small Boat Harbor in Kekaha, Kauai damaged by Hurricane Lowell, with bids due October 30, 2026 and a mandatory site visit required prior to bid submission.
A mandatory site visit is a hard eligibility gate — bids from contractors who have not completed the site inspection will not be accepted. Contact Kauai District Manager Jeremiah Aguilera at (808) 652-3660, (808) 241-3115, or jeremiah.g.aguilera@hawaii.gov to schedule. The contractor must hold a State Class "A" General Engineering license.
The scope encompasses complete demolition and removal of the existing wooden superstructure (fenders, cleats, hardware), preparation of existing steel pipe piles, installation of marine-grade lumber with Chemonite ACZA pressure treatment, cast aluminum cleats (Schoellhorn-Albrecht S1224-15 or approved equivalent), and 316 stainless steel hardware; concrete ramp repair; full-depth turbidity curtain installation; and proper waste disposal. The contract includes five line items: mobilization/demobilization (not to exceed 10% of items 2–4), best management practices installation and maintenance, demolition and waste removal, marginal wharf repair, and a $100,000 allowance for Engineer-directed additional work. Completion is required within 90 consecutive calendar days from notice to proceed, with liquidated damages of $100 per calendar day assessed for delays.
The estimated construction cost is $1 million. The contractor must furnish performance and payment bonds equal to 100 percent of contract price, maintain $1 million per occurrence general liability and $1 million combined single limit auto liability insurance, and comply with prevailing wage requirements set by the Hawaii Department of Labor and Industrial Relations. Award is anticipated within 90 days of bid opening.
Price preferences include 10% for recycled products (HRS 103D-1005) and 5% for bidders registered with the State Department of Labor and Industrial Relations for apprenticeable trades. Bids are submitted electronically through HIePRO. Prior to award, the apparent low bidder must submit tax clearance certificates from Hawaii Department of Taxation and IRS, Department of Labor Certificate of Compliance, and Department of Commerce and Consumer Affairs Certificate of Good Standing, or participate in Hawaii Compliance Express.
