Summary of Questions and Responses Document
This document is a Questions and Responses file for solicitation No. B27000570, issued by the State of Hawaii Department of Land and Natural Resources Division of Boating and Ocean Recreation (DOBOR) on behalf of Kauai County for the Kikiaola Small Boat Harbor Hurricane Lowell Marginal Wharf Repair project. The project involves complete demolition and reconstruction of the marginal wharf damaged by Hurricane Lowell, including removal of the existing wooden superstructure, preparation of existing steel pipe piles, installation of marine-grade lumber with Chemonite ACZA pressure treatment, installation of cast aluminum cleats and 316 stainless steel hardware, concrete ramp repair, turbidity curtain installation, and waste disposal. The scope of work encompasses five bid line items: mobilization/demobilization (not to exceed 10% of items 2-4), best management practices installation and maintenance, demolition and waste removal, marginal wharf repair, and a $100,000 allowance for Engineer-directed additional work. Completion is required within 90 consecutive calendar days from notice to proceed. A mandatory site inspection is a hard eligibility gate, and the original bid deadline of October 30, 2026 was extended to November 6, 2026 via the HIePRO website. Award is anticipated within 90 days of bid opening.
The estimated construction cost is $1 million, with liquidated damages of $100 per calendar day for delays. Contractors must hold a State Class "A" General Engineering license, furnish performance and payment bonds equal to 100 percent of contract price, and maintain $1 million per occurrence general liability and $1 million combined single limit auto liability insurance. Price preferences include 10% for recycled products under HRS 103D-1005 and 5% for bidders registered with the State Department of Labor and Industrial Relations for apprenticeable trades. Prior to award, the apparent low bidder must submit tax clearance certificates from the Hawaii Department of Taxation and IRS, Department of Labor Certificate of Compliance, and Department of Commerce and Consumer Affairs Certificate of Good Standing, or participate in Hawaii Compliance Express. The document clarifies numerous technical questions regarding pile specifications, connection details, material lead times, demolition scope, and project-specific requirements, with revisions to plans and specifications issued via Addendum No. 1 dated October 30, 2026. Prevailing wage requirements apply as set by the Hawaii Department of Labor and Industrial Relations.

Questions and Responses for solicitation No. B27000570 Kikiaola Small Boat Harbor Hurricane Lowell Marg. Wharf Repair
10/30/2026
1. Was the piles inspected to receive the new wood/wharf?
See the project Scope of Work and Specifications as well as the bid proposal form. All interested contractors are required to perform a site inspection prior to submitting their bid. The contractor shall also acknowledge that a pre-bid site inspection has been completed on the bid proposal form.
2. Do you have any meeting notes from yesterdays meeting?
Pre-bid meeting notes will be issued via addendum.
3. During our site visit, it was noticed that some of the marginal wharf is under constant commercial use. Will the work be phased so the remainder of the wharf stays in service, or will the entire wharf be closed for the duration of the project?
The entire wharf will be closed during construction.
4. The specification section “Site Preparation” on page 19 states, “The contractor shall prepare the steel pipe piles as necessary to accommodate the new marginal wharf attachment brackets.” It was noticed that at landward pile line, the existing steel cap/bearing plates are severely corroded and deformed, and some no longer bear on the beams. Please confirm whether repair or replacement of the pile cap/plates is base scope or paid under Bid Item 5 (Allowance).
This work will not be paid under the Bid Item No. 5 allowance. Based on the mandatory site inspection required, each contractor shall determine whatever work needs to be done to prepare the existing pipe piles to support the reconstructed marginal wharf. See revised Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more information.
5. At the seaward line, the existing beams connect through bolted side plates that are to be removed under the demolition scope, but no detail is shown for how those piles connect to the wharf structure. Please provide the pile-to-beam connection detail.
Per the solicitation Scope of Work and Specifications, based on the mandatory site inspection, it is contractor's responsibility to determine and provide the necessary connection of the new marginal wharf structure to the existing steel pipe piles.
Submittals/shop drawings shall be provided by the contractor for the proposed connections for approval by the State. See revised Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more information.
6. During our site visit, it was noticed that the landward piles and seaward piles have different outer diameters, which conflicts with the plans provided for this project, and affects the attachment plans. Please provide the Outer Diameter and count for both sets of piles.
Per the solicitation Scope of Work and Specifications, based on the mandatory site inspection, it is contractor's responsibility to determine and provide the necessary connection of the new marginal wharf structure to the existing steel pipe piles and account for any deviations from what is shown on the plans. Submittals/shop drawings shall be provided by the contractor for the proposed connections for approval by the State.
7. Could DOBOR please list bid quantities for asphalt and concrete repair, so that all bidders are competing on the same scope of work?
Per the solicitation Scope of Work and Specifications, based on the mandatory site inspection, it is contractor's responsibility to determine the quantities of asphalt and concrete required to repair the damaged areas. A revised bid proposal form will be issued with Addendum No. 1 dated October 30, 2026 with a separate line item for repairing the concrete revetment cap and adjacent asphalt pavement.
8. Field observation shows several discrepancies between the provided plans and existing conditions (e.g. the seaward existing pipe piles are larger than the landward piles, the wharf is 12’ wide instead of 9’, the number of cleats is different than shown on the plans). Please confirm if the new wharf construction is to match the existing wharf structure or is it to be built in accordance with the plans presented for bidding.
The intent is for the new marginal wharf to match the existing wharf in terms of dimensions, materials, number of cleats, etc. See revised Plans and Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more details/clarification.
9. Bid Item 4 includes “fenders” in the reconstruction description and the Detail 3 markup refers to mounting brackets for “deck, fenders, etc.” Yet no fender detail is shown, and tire fenders are also excluded. Are rubber tire or fabricated fenders required for this project? If so, please provide type, size, spacing, and method of attachment.
The referenced fenders are the 2” x 6” vertical lagging with 36” O.C. spacing shown on plan Sheet 3 of 3.
10. Is a post-hurricane damage assessment, pile inspection report, or set of any additional original/as-built drawings for the marginal wharf available to bidders prior to bid?
No.
11. The specification section “Site Preparation” on page 19 states, “The existing concrete abutments shall be… prepared for attachment of the new marginal wharf superstructure,” but no connection is shown. Additionally, during our site visit, it appeared the wharf was not attached to the abutment but fully supported by the piles.
Please confirm if attachment to the abutment is required and if so, provide the anchor type, size, embedment, spacing, and any ledger detail.
See revised Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more details/clarification.
12. The 90 calendar days include ordering, fabrication, and delivery. Lead times for ACZA-treated marine lumber and fabricated 316 stainless steel components shipped to Kauai may be substantial. Will the State consider a longer contract duration or a time adjustment for documented material lead times?
Yes, the State will extend the contract completion date if delayed by fabrication and delivery of required materials.
13. All angles, brackets, U-bolts, and hardware are to be 316 stainless steel bearing against the existing carbon steel pipe piles. Is dielectric isolation between the stainless hardware and the piles required?
No.
14. Are there any requirements for painting or coatings of the new cleats?
No.
15. The site investigation found that the typical section shown in the provided drawings does not match existing conditions. The existing pier has double walers with bolted connections. Should the contractor base the demolition bid item on the observed conditions or the drawings?
The contractor should base their demolition bid item based on the existing condition of the marginal wharf superstructure. Repair work should follow the repair plans provided.
16. For pier reconstruction, should the contractor match the existing conditions or follow the provided drawings?
Match existing conditions in terms of length and width of existing marginal wharf, but follow the repair plans for reconstruction.
17. If the reconstruction must match existing conditions, please provide updated details identifying connection locations, lumber sizes, bolt requirements, and plate specifications. The site visit allowed observation of only the outermost connection;
the remaining dimensions and requirements cannot be verified until demolition is complete.
See revised Plans and Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more details/clarification.
18. If these additional details will be issued by addendum, please consider extending the bid submission deadline.
The bid deadline was extended via through the HIePRO website to November 6, 2026.
19. Please confirm that all users and tenants will not be using the marginal wharf during the construction period.
Confirmed.
20. Please provide connection detail between pipe pile and double waler system
See revised Plans and Scope of Work and Specifications issued with Addendum No. 1 dated October 30, 2026 for more details/clarification.
