About this file
This Scope of Work and Specifications document, revised per Addendum No. 2 dated October 30, 2026, outlines repair requirements for the marginal wharf at Kikiaola Small Boat Harbor in Kekaha, Kauai, Hawaii, following damage from Hurricane Lowell. The project is managed by the State of Hawaii Department of Land and Natural Resources Division of Boating and Ocean Recreation (DOBOR). A mandatory site inspection and assessment by prospective contractors prior to the bid opening date is a hard eligibility requirement; bids from contractors who have not completed the site visit will not be accepted. Site visit arrangements must be coordinated with Kauai District Manager Jeremiah Aguilera at (808) 652-3660, (808) 241-3115, or jeremiah.g.aguilera@hawaii.gov. The project completion timeline is 90 consecutive calendar days from notice to proceed, with liquidated damages assessed at $100 per calendar day for delays. The estimated construction cost is $1 million, and award is anticipated within 90 days of bid opening.
The scope of work includes complete demolition and removal of the existing wooden superstructure (beams, decking, steel pipe pile attachments, and hardware), site preparation of steel pipe piles and concrete abutments, and installation of new marginal wharf components using marine-grade lumber with Chemonite ACZA pressure treatment, 316 stainless steel hardware, and cast aluminum cleats (Schoellhorn-Albrecht S1224-15 or approved equivalent). The contractor must dispose of all construction waste at the nearest County landfill with documentation provided. The contract includes five line items: mobilization/demobilization (not to exceed 10% of items 2-4), best management practices installation and maintenance, demolition and waste removal, marginal wharf repair, and a $100,000 allowance for Engineer-directed additional work. The contractor must hold a State Class "A" General Engineering license, furnish performance and payment bonds equal to 100 percent of contract price, maintain $1 million per occurrence general liability insurance and $1 million combined single limit auto liability insurance, and comply with prevailing wage requirements. Price preferences of 10% for recycled products and 5% for bidders registered with the State Department of Labor and Industrial Relations for apprenticeable trades apply. DOBOR will obtain the required U.S. Army Corps of Engineers permit; no other permits are required.
