About this opportunity
The State of Illinois, through the Department of Central Management Services (CMS) and the Chief Procurement Officer for General Services, is issuing an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of heavy duty equipment. The contract will enable CMS, governmental units, and qualified not-for-profit agencies to purchase various models of heavy duty equipment such as front end loaders, crawler loaders, excavators, and dozers on an as-needed basis during the contract period. The contract is expected to have an initial term of four years, with the total term not to exceed ten years. Vendors must be the manufacturer or an authorized dealer and have been actively involved in manufacturing the equipment for at least five years. They will be required to provide training and warranty service for the equipment.
The solicitation includes a 1% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal. Vendors must submit a BEP Utilization Plan demonstrating how they will meet this goal through self-performance or subcontracting. The State may partially or fully fund the contract with federal funds. The contract opportunity does not appear to have any set-asides or restrictions on the types of organizations that can respond. The current incumbent contractor is Alta Construction Equipment Illinois, LLC, and the estimated total award amount is $15,192,840 over the initial six-year contract term.
