About this file

This document is a set of questions and answers related to an Illinois Department of Central Management Services solicitation for JPMC Heavy Duty Equipment, identified as Bid #B-35310. The key details are:

The solicitation is seeking hybrid versions of various heavy equipment, including an 18,000-19,800 lb excavator, which is nearly identical to a recently awarded contract (PO #23-416CMS-BOSS4-P-44274). The State clarifies that for this contract, a "hybrid" machine is defined as one equipped with a device to collect, store, and release energy during operation, such as a diesel-electric hybrid. The solicitation has multiple response dates and items, but no specific quantities, award date, or contract term are provided.

Pricing terms, set-asides, incumbent information, funding sources, and amounts are not detailed in this Q&A document. The focus is on clarifying the hybrid equipment specifications and the relationship to the previously awarded contract.

Questions and Answers #1 Date 7-17-23

Q1 I have reviewed the notice for this HD Equipment JPMC bid. It seems that the request in Spec I for the 18000-19800 lb excavator is almost an identical spec that is currently in place for another multi-year JPMC contract that just went into effect that was awarded. The only difference is that the title of the spec has the additional word of “Hybrid”. The specifications appear to be almost identical and there is no definition provided for what “hybrid” is supposed to mean. The issued JPMC PO for the current contract is 23-416CMS-BOSS4-P-44274. I have included the spec from the current awarded contract (spec J) and also Spec I from the current request. Can you please review and let me know why there is another bid being let for effectively the same equipment?

A1 The specifications on the 18000-19800 lb excavator are almost identical to the previous contract. The State is also seeking hybrid versions of all the previously awarded contract items. For the purpose of this contact, a hybrid is defined as a machine equipped with a device to collect, store and release energy during operation. An example would be an diesel-electric hybrid that is simply a machine or vehicle with a downsized internal combustion engine (ICE) that uses the flywheel to power a generator and batteries, which in turn provides electrical power to the wheels, tracks and hydraulics.
