About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Division of Wildlife Resources, is requesting bids to provide one new water control structure and install an existing water control structure at Farmington Bay Waterfowl Management Area (WMA) under IFB JH27-113, with bids due October 1, 2026. A mandatory site visit on September 24, 2026, at 10:00 a.m. is a hard eligibility requirement; representatives arriving after 10:00 a.m. are ineligible to bid, and failure to attend results in automatic disqualification.
The scope includes supplying and installing WCS Bravo (approximately 8–10 tons with rebar lifting hooks and safety grate), installing the owner-furnished WCS Alpha structure, supplying and installing 40 linear feet of 36-inch-diameter HDPE outlet pipe, and installing 50 linear feet of 60-inch-diameter HDPE pipe (owner-furnished). Detailed construction drawings and specifications require concrete with 4,000 PSI compressive strength per ASTM specifications, reinforcing steel conforming to ASTM A-615 Grade 60, soil compaction to 90 percent maximum density, and well-graded erosion control rock between 3 and 12 inches in diameter. Installation occurs at water elevation with anticipated 3–4 feet of water depth; contractors must construct a cofferdam and manage dewatering. Cofferdam material is available from a staging area one-half mile from the site and must be returned and leveled after use.
The contract term is up to three months, with substantial completion required by October 26, 2026, and final completion by October 30, 2026. Pricing is submitted on a unit price schedule; vendors must guarantee pricing for project completion. Award goes to the lowest cost responsive and responsible bidder.
Standard State of Utah terms require commercial general liability insurance of not less than $1 million per occurrence and $3 million aggregate, commercial automobile liability of $1 million per occurrence if vehicles are used, and workers' compensation at statutory limits. An amendment removes mandatory bid, payment, and performance bond requirements; vendors instead must acknowledge that no bonds are required with this solicitation. All deliveries are F.O.B. Destination Freight Prepaid and Allowed. Payment is due within 30 days of receipt of correct invoice. Contractors must contact Blue Stakes of Utah for utility locating and comply with wildlife protection and cultural resource protocols. The site is an active waterfowl management area; hunting season begins October 3, 2026, and contractors are responsible for equipment security and protection against vandalism.
