About this file

This is mandatory site visit information documentation for an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing and conducted by the State of Utah Division of Wildlife Resources for water control structures at Farmington Bay Waterfowl Management Area. The project scope requires providing one new water control structure and installing an existing water control structure at the facility located at 1325 W. Glover Ln, Farmington, UT. A mandatory in-person site visit is scheduled for September 24th, 2026, at 10:00 AM, with an anticipated duration of 1-3 hours. An authorized representative from each prospective bidding company must attend the entire site visit; any representatives arriving after 10:00 AM will be prohibited from bidding, and failure to attend shall result in automatic disqualification. The contract term is anticipated to be up to three months, with the anticipated award going to the lowest cost responsive and responsible vendor.

All prospective bidders must sign in at the site visit with company name, contact person, phone number, and email. Attendees are required to refrain from phone calls and text messages during the visit, though photography is permitted. An attendance log, minutes, and copies of distributed documents will be published as a solicitation addendum, and any verbal modifications made during the site visit will be reduced to writing and similarly published. Vendors are strongly encouraged to inspect the site and assess all conditions that may affect performance and costs; failure to conduct such inspection shall not constitute grounds for claims after contract award. Vendors must guarantee their pricing for project completion.

A sign-in sheet will be provided for all attendees to sign in with company name, contact person, phone number, and email. Per Utah Procurement Rule R33-6-103 (Pre-Bid Conferences and Site Visits), mandatory site visits must be attended in person by an authorized representative of the person or vendor submitting a bid.

The meeting will begin promptly at 10:00 AM. Any prospective bidders who arrive after the stated time will not be allowed to submit a bid. Failure to attend the site visit shall result in the disqualification of any bidder who does not have an authorized representative present for the entire duration. This includes taking calls or texts during the site visit (phones may be used to take photos). All discussions not related to the site visit must be conducted afterward.

An attendance log, minutes of the site visit, and copies of any distributed documents will be published as an addendum to the solicitation. Any verbal modifications made to solicitation documents during the site visit shall be reduced to writing and published as an addendum.

It is strongly recommended that each potential bidder inspect the site and satisfy themselves with all general and local conditions that may affect performance costs.

Failure to inspect the site shall not constitute grounds for a claim after contract award.
