About this file

This is a Pre-Bid Meeting Questions and Answers document for IFB JH27-113, issued by the State of Utah Division of Wildlife Resources in conjunction with the State of Utah Division of Purchasing. The project involves the provision and installation of one water control structure for Farmington Bay Wildlife Management Area, with an anticipated contract term of up to three months. A mandatory site visit was scheduled for September 24th, 2026, at 10:00 AM at the Farmington Bay WMA location in Farmington, Utah, with an anticipated meeting duration of one to three hours. The project scope includes installing a 60-inch water control structure that will weigh approximately 8-10 tons and be equipped with rebar lifting hooks and a safety grate. Installation will occur at water elevation with anticipated water depths of 3-4 feet, requiring contractors to construct a cofferdam and potentially utilize pumps to manage water during installation. Cofferdam material is available from a staging area approximately one-half mile from the project site and must be returned and leveled after use.

The project budget was not publicly disclosed, though an average cost was used in budget determination. Vendors must guarantee pricing for project completion, and the contract award is anticipated to go to the lowest cost responsive and responsible bidder. No information regarding set-asides, incumbents, or specific funding sources was included in the pre-bid meeting materials. Contractors should note that water will be present at the installation elevation, requiring careful planning for site access and material management during the cofferdam construction and removal phases.
