About this opportunity
The State of Utah Division of Wildlife Resources, procuring through the State of Utah Division of Purchasing, is requesting bids on hand thinning, cut and pile services for approximately 115 acres at Soapstone Meadows under IFB JH27-112, with bids due September 24, 2026 and a mandatory site visit on September 22 at 10:00 a.m. at the Soapstone Area Parking Grounds (FR 142, Kamas, Utah 84036). Participation is limited exclusively to prequalified contractors currently on the State's Pre-approved/Pre-qualified Vendor list — participation in the solicitation itself requires prior prequalification; non-prequalified vendors may not submit.
The work encompasses conifer-encroached wetland habitat along 3.5 kilometers of the Provo River and tributaries in Summit and Wasatch Counties, east of Kamas. Scope includes cutting all standing dead trees with stumps flush to less than 6 inches above ground; thinning living conifers under 12 inches diameter breast height and spacing remaining conifers at least 20 feet apart; retaining living aspen except dead aspens and root suckers; and constructing hand piles of 8×8×8 to 12×12×12 feet minimum (or 5×5×5 feet when material is insufficient, with pine needles and small branches required in the center). Piles may not contain aspen root suckers within or within 2 feet of any pile. The contractor must maintain on-site supervision, guarantee pricing through project completion (no fuel surcharges or price adjustments permitted), and comply with all state and federal environmental and hazardous material regulations.
Performance period is 60 calendar days from the official Notice-to-Proceed, with all work completed between October 1 and November 30, 2026 and final invoices due December 6, 2026. Bidding is on a per-acre unit price basis; award will be made to the lowest responsive and responsible bidder. The contractor must carry workers' compensation insurance at statutory limits, commercial general liability of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence if vehicles are used. A one-year warranty on all work performed is required.
