About this file

This is a project clarifications document issued by the State of Utah Division of Wildlife Resources for contract JH27-112, a hand thinning and piling services project at Soapstone Meadows. The project encompasses approximately 115 acres requiring cut and pile services, with a mandatory site visit scheduled for September 22, 2026, at 10:00 AM at the Soapstone Area Parking Grounds (FR 142, Kamas, UT 84036). The project performance timeline is 60 calendar days from the official Notice-to-Proceed, with a final invoice deadline of December 6, 2026. This invitation for bid (IFB) is limited to prequalified contractors only, and it is anticipated that a single contract award will be made to the lowest cost responsive and responsible vendor. Vendors must guarantee their pricing through project completion.

The clarifications document specifies detailed technical requirements for tree thinning and piling operations. Tree thinning tasks require cutting all standing dead trees, including dead aspen trees, with stumps flush cut to less than 6 inches above ground; living aspen trees are to remain uncut except for dead aspens and root suckers. Hand piles must meet minimum dimensions of 8 feet by 8 feet by 8 feet, or alternatively 5 feet by 5 feet by 5 feet when insufficient material is available, with the smaller piles requiring additional pine needles and small branches in the center. Piles may be constructed in clearings containing aspen, but aspen root suckers cannot be present within or within 2 feet of any pile; however, root suckers may be cut flush with the ground to clear areas for new pile construction.

Clarifications

Specific tasks

1. Tree Thinning

· Cut ALL standing dead trees…. This includes all dead aspen trees.

· Stumps will be flush cut with the ground (less than 6 inches above ground). This does not include remaining stumps from previously cut trees and only pertains to trees cut during the duration of this project.

· Any aspen trees will be left uncut. This does not include dead aspens or root suckers

2. Piling

· Minimum dimensions (Length x Width X Height) for hand piles are 8 x 8 x 8 feet. In instances where there are not enough cut trees and dead fall to meet these minimum dimensions, contractors may construct a 5 x 5 x 5 pile. When this occurs, the center of the pile should contain additional pine needles and small branches.

· Piles may be constructed in clearings with aspen. Aspen root suckers may not be present within the pile or within 2 feet of the pile. Aspen root suckers may be cut to clear the ground for a new pile and must be cut flush with the ground (less than 6 inches above ground).
