About this opportunity
The City of Kingman, Arizona, issued Invitation for Bid (IFB) #2025-IFB-017 on behalf of the Jerry Ambrose Veterans Council Transitional Housing Rehabilitation - Phase II project, funded through a Community Development Block Grant from the Arizona Department of Housing and the U.S. Department of Housing and Urban Development. This sealed-bid procurement seeks qualified contractors holding a minimum B-2 commercial license from the Arizona Registrar of Contractors to complete Phase II rehabilitation of approximately 25 percent of a 22,148-square-foot office building originally constructed in 1963, converting it into transitional housing for homeless veterans from Mohave County. The scope of work includes installation of electrical services, interior framing completion (with framing already completed), insulation, drywall, interior doors, flooring, lighting fixtures, interior painting, electrical receptacles, veteran rooms, laundry facilities, remaining showers and restrooms, a conference and training room, and courtyard improvements. Bidders must submit sealed bids exclusively through the City of Kingman's OpenGov procurement portal, with questions due by 6:00 p.m. Arizona time on Monday, June 2, 2025, and final bid submissions due by 3:00 p.m. Arizona time on Thursday, June 12, 2025. Award will be made to the lowest responsible, responsive bidder based on overall cost and demonstrated ability to meet delivery dates. Bidders must provide a bid bond, performance and payment bonds, contractor qualification statements, proof of non-debarred status from the federal government, and compliance documentation with federal labor standards and Davis-Bacon prevailing wage requirements as established for Coconino, Mohave, and Yavapai Counties in Arizona.
This procurement includes significant set-aside and compliance requirements focused on economic opportunity for disadvantaged populations. Contractors must comply with Section 3 of the Housing and Urban Development Act of 1968, which mandates preferences for hiring low-income workers, public housing residents, and YouthBuild participants, as well as contracting with Section 3-certified businesses (those owned 51 percent or more by very-low or low-income persons, public housing residents, or where over 75 percent of labor hours are performed by qualifying workers). Bidders are required to submit detailed workforce breakdown documentation, Section 3 business self-certifications, and targeted worker employer certifications to demonstrate compliance with these provisions. The project also mandates compliance with federal labor standards outlined in HUD Form 4010, Davis-Bacon prevailing wage requirements with hourly rates ranging from $16.00 to $48.40 depending on trade classification, and Equal Employment Opportunity regulations. Contractors must maintain comprehensive payroll records on Department of Labor Form WH-347, post Section 3 notices of employment opportunities, and submit ongoing Section 3 contractor reports documenting labor hours and subcontractor information. While no specific incumbent vendor or budget ceiling is identified in the solicitation documents, the project scope and federal funding requirements suggest a substantial rehabilitation contract; the City reserves the right to delay, cancel, or re-issue the procurement if funding is not appropriated, and no award is guaranteed.
