Lubbock County will supply all standard cleaning materials, equipment, vacuum bags, soaps, and paper products, while the contractor must supply and maintain stripping, waxing, and buffing equipment. A mandatory pre-bid conference is scheduled for March 31, 2026, at 10:00 AM CDT at the facility location, with sealed bids due electronically through the Bonfire portal or in hard copy to the Lubbock County Purchasing Department by April 14, 2026, at 2:00 PM CDT. The contract will be awarded based on bid amount, vendor references, years in business, and past performance to the lowest responsive bidder. Required vendor qualifications include proof of workers' compensation insurance with statutory limits, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, auto liability insurance of $1,000,000 per occurrence, security background clearance with fingerprinting, and proof of bonding within 30 days of contract execution. The contract term is one year beginning June 1, 2026, through May 31, 2027, with four optional one-year renewal terms available at the discretion of the Lubbock County Commissioners Court. There are no specific set-aside designations for disadvantaged enterprises or restrictions limiting bidder eligibility identified in the procurement documents; however, certain exemptions from the firearms/energy company compliance certification apply to sole proprietorships, non-profit entities, or companies with fewer than 10 full-time employees where the contract value is below $100,000 in public funds. Lubbock County intends to make the awarded contract available to other local governmental entities within Texas through cooperative purchasing and interlocal agreements, currently maintaining such arrangements with the City of Lubbock; bidders must indicate whether they will honor purchase orders from participating political subdivisions at identical terms and pricing. No incumbent vendor or specific budget range is identified in the procurement documents. Lubbock County reserves the right to accept or reject any or all bids and is exempt from state and federal sales and excise taxes. Price escalation requests may be considered at renewal terms only if supported by written supplier documentation and are subject to county approval.
