About this opportunity
The Nevada State Purchasing Division is requesting proposals for janitorial services at seven Department of Motor Vehicles and Fire Marshal facilities across Las Vegas, with proposals due November 10, 2026 at 1:00 p.m. Pacific Time and a mandatory site visit on October 14, 2026. A five percent preference applies to Nevada-based businesses under NRS 333.3351 to 333.3356.
The scope encompasses daily, weekly, monthly, quarterly, semi-annual, and annual cleaning services across six DMV locations (Decatur, Flamingo, Sahara, Silverado, Silverado CDL, and Campos) and the Fire Marshal Building. Service frequency and day-porter requirements vary by location: most DMV facilities require six-day-per-week service with one day porter; Campos requires five-day-per-week service with one day porter; Fire Marshal requires three-day-per-week service without a day porter. Daily services include HEPA-filtered vacuuming (completed before 8:00 a.m.), hard floor care, restroom maintenance, elevator and stairwell cleaning, and graffiti removal. Weekly tasks include deep vacuuming, wall spot-cleaning, and spray buffing. Monthly through annual work includes VCT and linoleum floor stripping and waxing, carpet shampooing with pre-spot treatment, blind cleaning (licensed and bonded), and window washing. All employees must pass National Crime Information Center (NCIC) background checks and fingerprinting at no cost to the State, wear uniforms with company logos and photo ID badges, and maintain Security Data Sheets in designated binders. A supervisor fluent in English must be on-site at all times with one-hour response availability during business hours.
The contract runs four years beginning February 1, 2027, with two optional one-year renewal extensions. Evaluation allocates 20 points for demonstrated competence in janitorial methods, 35 points for janitorial services engagements and references, 15 points for conformance with RFP terms, 15 points for key personnel expertise and availability, and 15 points for cost. Mandatory requirements include Nevada business license registration at nevadaepro.com, active System for Award Management registration, Nevada law compliance, Israel-boycott certification, and U.S.-based data encryption and storage. Vendors must submit three client references from similar projects within the last five years, a detailed narrative scope plan, and pricing across all four contract years. Insurance requirements include $2 million general liability, $1 million automobile liability, statutory workers' compensation with $100,000 per-accident/$500,000 policy limits, and $50,000 fidelity bond. Questions close October 21, 2026; site-visit registration closes October 13, 2026 (noon). Notice of Intent to Award is estimated November 18, 2026; final Notice of Award December 4, 2026. Annette Morfin, Purchasing Officer II, is the single point of contact at amorfin@admin.nv.gov or 775-531-3301.
