About this opportunity
The City of New London, Connecticut is soliciting proposals from licensed, insured janitorial contractors for the New London Community Recreation Center, with a mandatory pre-proposal meeting at the facility on November 10, 2026 at 10:00 a.m. A 15 percent local vendor preference applies. A New London-based business is considered the lowest proposer if its bid is within 15 percent of the low proposer and it will accept award at the low price, provided it documents that all motor vehicles are registered in New London and its property and motor vehicle taxes are current.
The scope covers routine janitorial cleaning, restroom sanitation and disinfection, locker room and shower cleaning with weekly pressure washing, kitchen cleaning, carpet and hard-floor care including monthly machine scrubbing, interior glass cleaning, HVAC grill cleaning, and reporting of maintenance and safety concerns. The 59,000-square-foot facility at 1 Recreation Way, New London, CT 06320 includes a commercial kitchen, two-court gymnasium, Olympic-sized swimming pool, and nine unisex bathrooms with showers. Cleaning occurs during after-hours windows: Monday through Thursday 5 a.m. to 9 p.m., Friday 5 a.m. to 8 p.m., and Saturday through Sunday 7 a.m. to 5 p.m. The contractor supplies all labor, supervision, equipment, tools, and transportation and obtains keys and facility access. The City supplies standard cleaning chemicals, paper products, liners, and soaps. Required coverage includes general liability of $2 million per occurrence and aggregate, automobile liability of $1 million, professional liability of $2 million, and excess/umbrella liability of $10 million per occurrence, with the City named as additional insured. Workers' compensation must meet Connecticut statutory requirements. Minimum qualifications documentation is limited to 20 digital pages.
Pricing requires a monthly cleaning fee for year one as a single line item. Award goes to the lowest responsible, qualified proposer based on net cost and city specifications.
The contract runs one year, renewable for up to three additional one-year periods for a maximum term of four years. The City's master contract template holds 5% retainage on each invoice, released one year after completion and acceptance, and permits either party to terminate without cause on thirty days' written notice. The City may terminate for breach on seven days' notice. Questions are due November 16, 2026 at 2:00 p.m. Proposals are due December 2, 2026 at 2:00 p.m. through the City's e-Procurement Portal at procurement.opengov.com/portal/newlondonct.
