About this opportunity
The Florida Department of Management Services (DMS) has issued Invitation to Bid (ITB) No. DMS-24/25-175 for water-based fire protection system testing, inspections, maintenance, and repair services across state facilities in four regions: Escambia/Leon, Alachua/Duval/Volusia, Hillsborough/Orange/Pinellas/Polk, and Broward/Miami-Dade/Lee/Monroe/Palm Beach/St. Lucie Counties. The procurement seeks a contractor to perform comprehensive fire protection system services in compliance with NFPA 25 standards, including quarterly, semi-annual, annual, and five-year inspections, weekly fire pump tests, sprinkler head testing, and emergency repair services. Contractors must have National Institute for Certification in Engineering Technologies (NICET) Level II or higher certification, with inspectors possessing a minimum of three years of experience in water-based fire protection system maintenance. Mandatory site visits must be conducted between October 3 and November 7, 2024, with bid submissions due by November 15, 2024 at 2:00 PM ET and a public bid opening at 3:00 PM ET the same day. Contractors are required to provide detailed service tickets, testing reports, and maintain comprehensive documentation for all inspections and repairs, with financial penalties for late or incomplete reporting.
The ITB encourages participation from woman-, veteran-, and minority-owned business enterprises through the Department's Office of Supplier Diversity's Certified Vendor Directory and Mentor-Protege Program. While no specific set-aside percentages are mentioned, the solicitation supports diversity in procurement. The historic annual spend for these services is approximately $381,834, though this amount is not guaranteed for the new contract. The initial contract term will be five years, from July 1, 2025, through June 30, 2030, with the option to renew for an additional five years. Pricing must remain firm throughout the contract period, with no adjustments allowed except through contract amendments. Bidders must provide comprehensive pricing for all facilities within their bid region(s), including hourly rates for standard and emergency repairs, markup percentages for parts, and costs for various inspection types. Funding will be sourced from FY 2024/25 appropriations under HB5001 - Special Categories - Contracted Services, and the Department reserves the right to make a single award by region or split awards across multiple vendors based on what is determined to be in the state's best interest.
