About this opportunity

The Commonwealth of Massachusetts Military Division is procuring inspection, testing, and maintenance services for pre-engineered fixed extinguisher fire suppression systems at Camp Edwards through Invitation to Bid 260338. The contract encompasses semi-annual inspection and certification services for fire suppression systems located at two dining facilities, two kitchens, and one HAZMAT storage facility, with services required on an ongoing basis throughout the contract term. Within the first year of performance, the contractor must also complete repairs addressing a defined list of known deficiencies identified in the deficiency log, including re-piping of ranges, installation of additional tanks, and hydrostatic testing and cartridge replacement of overdue components across multiple buildings. The contract is structured for an initial three-year base period with two optional one-year renewal terms, and the selected contractor must maintain current Massachusetts Construction Supervisor Licensure, ensure all employees complete minimum 10 hours of OSHA-approved construction safety and health training, and comply with prevailing wage requirements established by the Massachusetts Department of Labor Standards and federal Davis-Bacon rates, paying whichever is higher. Bidders must submit proposals electronically through COMMBUYS by May 20, 2026 at 10:00 a.m., with a mandatory pre-bid site visit scheduled for May 14, 2026 at 9:00 a.m. and access request forms due by May 11, 2026. Questions must be submitted by May 18, 2026 at 10:00 a.m., and the apparent successful bidder will be notified on May 27, 2026, with an estimated contract start date of June 1, 2026. Evaluation will be based on lowest responsible and eligible bidder determination, with consideration given to unit pricing submitted on the prescribed pricing sheet for each service category and a lump sum cost for deficiency repairs, with unit prices remaining constant through year three and allowing adjustments of five percent for year four and eight percent for year five.

There are no designated set-asides for disadvantaged enterprises noted in the contract documents; however, the contract incorporates construction workforce utilization goals requiring 15.3 percent minority worker participation and 6.9 percent women worker participation based on the final contract price. Contractors must submit a five percent bid bond with their proposals and, if awarded, execute a performance bond and labor and materials payment bond each equal to the contract price. All bidders must provide a Certificate of Non-Collusion, a Certificate of Compliance with State Tax Laws, an Authorized Signatory Listing form, and comply with REAL ID requirements for facility access, with REAL ID-compliant driver's licenses required as of May 7, 2025, for federal facility access. The contract requires submission of a Prompt Payment Discount form unless the contractor can demonstrate undue hardship, and the Commonwealth reserves the right to use submitted discounts as a basis for contractor selection. No incumbent vendor or existing contractor is identified in the procurement documents. The estimated contract value is $51,000.00, and all payments will be processed via electronic funds transfer with progress payments available, subject to appropriation by the Commonwealth. The contract is governed by Massachusetts General Laws and Commonwealth Terms and Conditions, with contractors required to maintain records for a minimum of six years after final payment and submit weekly certified payroll reports documenting employee names, addresses, occupational classifications, hours worked, and wages paid.
