About this file

This document is a REAL ID requirements notice issued by the Commonwealth of Massachusetts in relation to a fire suppression systems inspection and maintenance contract opportunity (ITB 260338). The notice informs contractors and facility personnel that effective May 7, 2025, federal agencies including the Department of Homeland Security and Transportation Security Administration will only accept state-issued driver's licenses and identification cards that are REAL ID compliant for accessing federal facilities and boarding commercial aircraft. The document specifies that REAL ID-compliant cards must display a distinctive star marking on the upper portion of the card and references the REAL ID Act of 2005 (H.R. 418), which established minimum security standards for license issuance and production. The contract opportunity itself pertains to the inspection, testing, and maintenance of fire suppression systems at multiple facilities including two dining facilities, two kitchens, and one HAZMAT storage facility on a semi-annual basis. The service contract is structured for an initial three-year period with two optional one-year renewal terms, and contractors must complete repairs of identified deficiencies within the first contract year.

Enhanced Driver's Licenses issued by Washington, Michigan, Minnesota, New York, and Vermont are recognized as acceptable alternatives to REAL ID-compliant cards for federal purposes. Any individual without acceptable identification will be denied access to Massachusetts National Guard facilities. The document emphasizes that REAL ID standards apply only to official federal purposes and do not affect other uses of driver's licenses or identification cards. Contractors responding to ITB 260338 should be aware of these identification requirements as they may impact facility access for personnel performing the fire suppression system services.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
