About this opportunity
The City of Eugene is requesting sealed bids for the Outbound Baggage Enabling Project at Eugene Airport under ITB 20272008, with bids due September 2, 2026 at 2:30 p.m. The project is subject to Davis-Bacon Act and Oregon Bureau of Labor prevailing wage requirements, with the higher rate applying — a cost and compliance filter for bidders.
The scope encompasses relocation and abandonment of existing utilities, demolition of existing pavements, installation of new pavements, and new drainage infrastructure in preparation for future building construction. The contractor must be licensed by the Oregon Construction Contractors Board and provide a Public Works bond of $30,000 before commencing work. All bids must include a bid security equal to five percent of the bid price and be submitted electronically through OregonBuys.
The contract term is two years with potential renewal for up to three additional one-year terms upon mutual written agreement. Anticipated project start is May 2027. The project is funded through Airport Improvement Program grants and is subject to Federal Aviation Administration Buy American preferences and civil rights compliance requirements.
Bidders must submit a Drug Testing Certificate, First Tier Subcontractor Disclosure Form, Evidence of Responsibility Form, Buy American Certification, and evidence of insurance coverage prior to contract execution. Liquidated damages apply for each day work is not completed as specified. A non-mandatory pre-bid conference and site walk are scheduled for August 12, 2026 at 1:00 p.m. at the Eugene Airport Terminal Building Mezzanine. The deadline to request solicitation clarifications is August 25, 2026, and the deadline to protest the solicitation is August 26, 2026. Award notification is anticipated by September 8, 2026.
