About this opportunity

The Michigan Department of Transportation is requesting proposals for janitorial, partial grounds maintenance, and snow removal services at the Ironwood Welcome Center in Gogebic County, with proposals due August 18, 2026 at 3:00 p.m. EST, under RFP 260000002386.

The scope covers a 2,707 square-foot facility serving approximately 90,000 annual visitors. Janitorial services include daily cleaning seven days per week during summer and winter hours, restroom maintenance (6 toilets, 3 urinals), literature stockroom and office cleaning, lobby and entrance ways, and storage areas. Grounds maintenance encompasses spring and fall cleanup with no mowing requirement. Snow and ice removal must clear driving surfaces—entrance ramps, parking areas, and exit ramps—by 7:00 a.m. following any accumulation of 2 inches or more, with estimated 30 snow removal occurrences and 20 deicer applications annually. The contractor must furnish all labor, equipment, supplies, and materials; provide onsite attendance during staffing hours; and respond to emergency requests within one hour. Equipment requirements include a minimum 4 horsepower two-stage snowblower, 24-inch snow shovels, rotary floor machines, and wet-dry vacuums.

The contract term is three years (October 1, 2026 through September 30, 2029) with two optional one-year renewals at the State's sole discretion. Pricing is firm for the initial 365-day period with adjustments available only upon written request supported by documented cost evidence. The contractor must maintain comprehensive insurance: $1 million commercial general liability, $1 million automobile liability, and $500,000 employers' liability, naming the State as additional insured.

Evaluation uses a pass-fail process on three criteria: completeness and acceptability of vendor question responses, completeness of the Statement of Work schedule, and completeness of pricing documents. Award goes to the responsive and responsible lowest bidder. Questions are due August 12, 2026; answers will be posted by August 14, 2026. The State reserves the right to negotiate terms and award multiple contracts. Mark Morrison is the Contract Administrator (Morrisonm@michigan.gov, 517-275-1834); Daniel Kari is the Program Manager.
