About this opportunity
The Texas Historical Commission (THC) is seeking to establish a contract for services to create a new comprehensive Interpretive Master Plan for the Port Isabel Lighthouse State Historic Site located in Cameron County, Texas. The selected contractor will be required to have proven experience in developing interpretive plans for historic sites, especially those related to historic lighthouses and the history of the Texas coast in the late 19th and early 20th centuries. The contractor must conduct a minimum of four workshops, two with THC staff and one with constituent and stakeholder groups, to gather input and determine the main interpretive themes and subthemes. The new Interpretive Master Plan must provide recommendations on integrating the Port Isabel Lighthouse's history with other important historic sites in Texas. Pricing will be evaluated based on the contractor's provided price schedule, which must include a breakdown of employee classifications, estimated hours, travel expenses, and other related costs. THC will accept proposals until June 12, 2024 and anticipates making an award on June 25, 2024. The contract will be for an initial two-year term, with the option for THC to extend for up to one additional year.
No HUB subcontracting plan is required for this RFP. Contractor past performance will be evaluated, and contractors with a Vendor Performance Tracking System score below 'C' may be disqualified. The contract is contingent on available funding, and no guarantee of volume, usage, or compensation is provided. THC has not listed any incumbent vendors or current contractors, and no existing infrastructure or technology requires integration.
