About this opportunity
The State of Utah Division of Purchasing is soliciting statements of qualifications on behalf of the Department of Commerce from design professional service providers and consultants to develop an Internationally Trained Physicians Evaluation Tool under Solicitation #JK27-105, with qualifications due November 2, 2026. The procurement runs under Utah Procurement Code 63G-6a Part 15, and the highest-ranked vendor negotiates compensation the state deems fair and reasonable, with the state free to move to the next-ranked vendor if negotiations fail. Submissions must exclude pricing. No set-aside or preference program applies.
Two mandatory prerequisites apply: certification of evaluation tools built across at least three U.S. jurisdictions, and assistance to at least 200 fully credentialed internationally trained physicians with healthcare employers. The scope also requires at least two years of healthcare industry experience supporting program implementation and assessment design for internationally trained physicians, plus proven experience operating in at least three of the 27 U.S. jurisdictions with alternative licensure pathways. The tool must assess foreign-trained physicians' clinical competency under the Division of Professional Licensing's Limited Supervised Training Permit pathway. The contractor also identifies candidates meeting pathway criteria and partners with employers for pilot testing. Vendors must certify FedRAMP or GovRAMP compliance for any product processing state data.
Deliverables include the completed assessment tool and at least one prospective employer by February 1, 2027, plus placement of at least 10 candidates with participating employers across the term. Progress updates are due biweekly on Fridays, with evaluation reports every six months. Kickoff is November 2, 2026, and the contract term is three years with closeout on November 2, 2029. The agency lists a $0 budget, with compensation set through negotiation.
Technical scoring totals 100 percent: organizational capability and approach to designing the clinical assessment tool (40%, 200 points), past work samples in developing and deploying evaluation tools (30%, 150 points), and healthcare employer network and placement record (30%, 150 points). Offerors must reach a 70 percent technical threshold (350 points) to advance. The score sheet also applies a lowest-price cost formula, while the scope describes selection based on ranking rather than price.
Vendors may claim business confidentiality over sensitive information but not over pricing, and must submit both redacted and non-redacted versions. Questions must be submitted through the Utah Procurement Portal (U3P). Deliverables created under the contract are works made for hire owned by the state, and the standard terms require commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate.
