About this file

This is an RFP evaluation scoresheet for Solicitation #JK27-105, issued by the State of Utah Division of Purchasing on behalf of the Department of Commerce. The procurement seeks a vendor to design and develop an Internationally Trained Physicians Evaluation Tool under a 3-year contract. The solicitation is being conducted under Utah Procurement Code 63G-6a Part 15 for design professional services and consulting. Vendors are instructed not to include pricing in their qualifications submissions. The evaluation scoresheet establishes three scoreable technical criteria: organizational capability and approach to designing the clinical assessment tool (40% weight, 200 points possible), past work samples demonstrating experience developing and deploying evaluation tools in other jurisdictions (30% weight, 150 points possible), and established healthcare employer network and record of successfully placing internationally trained physicians (30% weight, 150 points possible). A minimum technical point threshold of 70 percent (350 points) is required for advancement.

The evaluation uses a 0-5 scoring scale where 0 represents failure to address requirements, 1 represents poor response, 2 represents unsatisfactory response, 3 represents satisfactory minimum response, 4 represents good response exceeding some requirements, and 5 represents excellent response exceeding all requirements. Two mandatory prerequisites require certification that the offeror has created evaluation tools across at least three U.S. jurisdictions and has assisted at least 200 fully credentialed internationally trained physicians with healthcare employers. Cost will be negotiated according to Part 15 of the Utah Procurement Code, with points assigned based on a lowest-price formula where the lowest proposal receives 100 percent of cost points and all other proposals receive a proportional percentage. The highest-ranked vendor will be selected to negotiate a contract at compensation determined to be fair and reasonable; if negotiations fail, the state may proceed with the next highest-ranked vendor.
