About this opportunity

Hillsborough County is announcing its intent to award a sole-source contract to Sun State International Trucks, LLC for maintenance, repairs, and OEM parts supply for International-brand trucks for one year at an estimated cost of $405,287.50, with challenges to the award due August 31, 2026.

The procurement is structured as sole-source under Section 3-205(2)(e) of Hillsborough County's Procurement Policy. Sun State International Trucks, LLC holds the exclusive International Motors dealer authorization and certified service-provider status in the region, with sole access to OEM diagnostic platforms, proprietary manufacturer systems, and factory-trained technicians. The county asserts that no other local provider holds equivalent OEM authorization, and use of a non-authorized provider would void warranty coverage, elevate lifecycle costs, and compromise vehicle reliability and safety.

Scope covers ongoing and as-needed maintenance, repairs, and genuine International Motors OEM parts supply for medium and heavy-duty commercial vehicles. Labor rates are fixed for the initial twelve-month term: standard shop labor at $160 per hour, preventive maintenance in-shop at $80 per hour, mobile repair service at $170 per hour, and preventive maintenance mobile service at $85 per hour. After-hours service is available at 1.5 times the applicable rate; holiday service at 2.0 times; no Sunday or major holiday service is offered. Shop supplies are charged at 9 percent of labor costs not exceeding $125 per repair order. Environmental and disposal fees, freight, and mobile travel charges at $2.75 per mile are at cost with no markup. OEM parts are supplied at National Fleet Discount pricing from International Motors, subject to manufacturer supply chain conditions.

International Motors authorization letters confirm Sun State International Trucks, LLC operates four service locations across a multi-county region including Hillsborough, with assigned service area spanning DeSoto, Hardee, Hernando, Highlands, Manatee, Marion, Pasco, Pinellas, Polk, and Sarasota counties. The county reserves the right to extend the contract term, adjust scope, and increase the award amount as conditions and requirements change. Contractors may challenge the sole-source intent by submitting clear and convincing evidence of equivalent capability to provide the identified proprietary parts and services via EUNA Procurement by August 31, 2026.

Opportunity text

Hillsborough County intends to recommend the award of a sole source procurement to Sun State International Trucks, LLC for ongoing and as-needed maintenance, repairs, and supply of Original Equipment Manufacturer (OEM) parts specifically for International-brand trucks for one (1) year at an estimated cost of $405,287.50. Sun State International Trucks, LLC is the only authorized International Motors dealer and certified service provider in the region with exclusive access to OEM diagnostic platforms, proprietary manufacturer systems, and factory trained technicians. The vendor is uniquely qualified to perform warranty compliant repairs, supply genuine International Motors OEM parts, and maintain required compliance standards for medium and heavy-duty commercial vehicles. No other local provider holds equivalent OEM authorization or access, and the use of a non-authorized provider would jeopardize warranty coverage, increase lifecycle costs, and risk diminished vehicle reliability and safety. This procurement is being made in accordance with Section 3-205(2)(e) of the County's Procurement Policy as Sun State International Trucks, LLC, is the only authorized vendor capable of providing the service, warranty, and parts meeting technical specifications for International-brand equipment. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety parts, goods and/or services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
