About this opportunity
Ocean County is requesting sealed bids on interior alterations to the second floor of the P.E.E.R. Building, 129 Hooper Avenue, Toms River, New Jersey, with bids due July 14, 2026. This is a prevailing-wage project governed by multiple union collective bargaining agreements covering electricians (Local 400 IBEW), ironworkers (Local 399), carpenters (Eastern Atlantic States Regional Council), plumbers and pipefitters (Locals 9 and 322), bricklayers (Locals 4 and 5), tile workers (Local 7), painters and glazers (DC 711), glaziers (Local 1009), insulators (Local 89), cement masons (Local 592), SMART trades (Locals 27 and 137), operating engineers (Local 825), sprinkler fitters (Local 669), boilermakers (Local 28), laborers (Locals 77, 172, and 472), and roofers (Local 30). Contractors and subcontractors of all tiers must become signatories to these agreements and require subcontractor execution of Letters of Assent as conditions of award. The Model Project Labor Agreement for Monmouth-Ocean governs on-site construction labor relations, work scheduling, hiring through union job referral systems, apprentice employment (up to 25 percent of craft workforce), and expedited arbitration for disputes.
The scope encompasses renovation of approximately 4,935 square feet on the second floor, converting the existing cafeteria into a Board of Elections office. Work includes selective demolition of existing walls, electrical devices, plumbing fixtures, and ceiling grids; construction of new 20-gauge metal-stud partitions with Type X gypsum board; installation of new doors, windows, casework, flooring (ceramic tile and LVT), and lighting fixtures; coordination and adjustment of mechanical, electrical, plumbing, and sprinkler systems. Two separately priced alternates cover restroom renovations: Alternate No. 1 (Women's and Men's Restrooms 207–208, 186 square feet) and Alternate No. 2 (Women's and Men's Restrooms 218–219, 152 square feet). All work must comply with the Uniform Construction Code of New Jersey, International Building Code 2021, National Electrical Code 2020, and ANSI A117.1-2017 accessibility standards. The contractor is responsible for protecting existing work, managing demolition and debris removal, maintaining thermal and acoustical properties, and obtaining written notice certification to adjacent property owners prior to construction commencement.
The contract is fixed-price with a 150-calendar-day completion schedule from Notice to Proceed. Construction operations are limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, with the building occupied during normal business hours. The contractor must submit a progress schedule within ten days of Notice to Proceed and shop drawings, product data, and samples for architect approval. Substantial completion requires 100 percent work completion and cleaning, followed by a 30-calendar-day punch-list period. Liquidated damages are $500 per calendar day for failure to meet the completion deadline. All materials must be American manufacture unless specified otherwise. A one-year maintenance guarantee in the amount of 100 percent of the final contract price is required. Contractor overhead, profit, and insurance are capped at 5 percent, 5 percent, and 2 percent respectively in Change Order calculations. The architect is Yezzi Associates, LLC, Toms River, New Jersey. All bonds must meet requirements under N.J.S.A. 2A:44-143, with the Certificate of Surety Company required with the bid; failure to provide this certificate constitutes non-waivable bid rejection. Monthly progress payments are made at 98 percent of completed work value, with 2 percent retained until final acceptance and submission of lien releases from all subcontractors and vendors. An OSHA-compliant site-specific written safety plan is required within fourteen days of Notice to Proceed, with a full-time on-site safety representative and documented employee safety training mandated. Questions are due by the source posting dates; no separate question deadline is stated in the opportunity itself.
