Summary

This is a Collective Bargaining Agreement (CBA) between the Associated Construction Contractors of New Jersey (ACCNJ) and Local Union No. 399 of the International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers, effective July 1, 2023 through June 30, 2028. The agreement establishes comprehensive terms for ironworker employment across southern New Jersey, including Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Salem, and portions of Monmouth and Ocean counties. The CBA covers all work related to structural steel, ornamental iron, reinforced concrete, bridge construction, and related tasks performed by union ironworkers. The agreement specifies standard work hours of eight hours per day, Monday through Friday, with forty hours constituting a standard work week. Employees are entitled to overtime compensation at time-and-a-half for additional hours Monday through Friday and Saturdays (up to ten hours), and double-time for Sundays, holidays, and hours exceeding established thresholds. Special provisions address shift work, residential construction at eighty percent of standard rates, and small jobs under thirty thousand square feet.

The agreement establishes detailed wage and fringe benefit requirements, with rates specified in Appendix A. Employers must contribute to multiple benefit funds including Pension, Welfare, Training, Annuity, Industry Advancement, Market Recovery, and IMPACT funds, calculated on an hourly basis for all hours worked and paid. Foreman positions command a fifteen percent premium above journeyman wages, while general foremen receive twenty-five percent premiums. All employers must maintain surety bonds of at least seventy-five thousand dollars for operations with twenty-four or fewer employees and one hundred fifty thousand dollars for larger payrolls, with amounts increasing to one hundred fifty thousand and three hundred thousand dollars respectively as of July 1, 2024. The agreement mandates weekly or monthly benefit fund reporting and payment procedures, with specific provisions for delinquent employers including the right to withhold labor referrals. Additional requirements include maintaining workers' compensation insurance, providing drinking water and safety equipment, and complying with apprenticeship standards that allow one apprentice per four journeymen on most work types.
