About this opportunity

The City of St. Petersburg, Florida is soliciting proposals under RFP #7726 from insurance carriers, not brokers, for fully insured group Basic Life and AD&D, voluntary supplemental life (employee, spouse, and child), voluntary personal AD&D, and long-term disability coverage, with proposals due November 24, 2026. The City seeks proposals "on a sole source carrier basis," and offerors must quote all plan options presented and identify differences between their plans and the City's current coverage.

Bidders must be licensed insurance carriers under Florida Department of Insurance regulations, with at least five years of group life and AD&D administration experience in Florida. The questionnaire requires at least four current clients and one former client with 2,000 or more employees, with Florida public-sector clients preferred. Required minimum insurance is $1 million per occurrence and $2 million aggregate commercial general liability, $1 million combined single limit commercial auto, and $1 million per occurrence errors and omissions coverage. A performance and payment bond is a condition of contract award.

Basic life and LTD are 100% employer-paid. Supplemental life is guarantee-issued during initial eligibility periods, and medical underwriting applies thereafter, with the offeror handling all underwriting phases and costs. LTD requires an own-occupation definition for the first 24 months, a 180-day elimination period, and benefits to age 65, SSNRA, or five years, whichever is longest. Offerors must coordinate short-term disability with the City's Extended Illness Leave program and withhold and remit taxes on disability payments. Rates must be guaranteed regardless of enrollment numbers or mix, and the cost form requests premium guarantees or renewal caps for plan years beginning April 1, 2027 through March 31, 2031.

The initial term is three years, with two optional one-year renewals by mutual written agreement. Rates are firm for the initial term, and any adjustment request must be submitted in writing at least six months before a new plan year. Current coverage is provided through Standard Insurance, which is the incumbent. Current baseline rates are $0.11 per $1,000 monthly for basic employee life, $0.29 per $1,000 for employee supplemental life, and $0.19 per $100 of covered salary up to $200,000 for management LTD. The City will prioritize the most competitive offer on benefits and pricing to achieve the lowest long-term net cost to the City and its members.

The opportunity was posted October 28, 2026. Addendum #1 Revision, the detailed cost summary, the questionnaire, and the proposal submittal form are attached.
