About this opportunity

Gwinnett County Board of Commissioners is requesting proposals for inmate coinless telephone equipment and services at the Gwinnett County Comprehensive Correctional Complex under RFP RP013-22, with proposals due January 26, 2022 at 2:50 p.m. (note: this posting is from January 2022 and the deadline has passed). A mandatory pre-proposal WebEx meeting was scheduled for January 18, 2022.

The scope includes a complete web-based inmate telephone system with integrated commissary and video visitation capabilities. The facility houses approximately 800 inmates and work-release residents. Proposers must provide comprehensive system documentation, user training, and a 30-day acceptance testing period. A binding manufacturer-support guarantee ensuring full parts availability for a minimum of 10 years is required. The county operates SmartCop as its Jail Management System and coordinates with the incumbent Securus Technologies for uninterrupted transition; proposers must submit a transition plan.

Compensation is a percentage commission of total gross revenues from all call types without deductions. Historical average monthly commissions are approximately $11,719.73 (broken down as $10,725.45 from inmates and $994.16 from work-release residents). The incumbent commission rate is 77.9% on all revenue-generating services. All telephone revenue flows to the County's General Fund. Proposers may submit multiple pricing options in separately sealed envelopes.

The contract term is one year with four optional one-year renewal periods, with an anticipated effective start date of April 16, 2022. Evaluation criteria are weighted as follows: firm qualifications (20 points), system support and maintenance capability (30 points), customer references (20 points), and total commission offered (30 points), with potential interview/demonstration worth up to 10 additional points. Standard insurance requirements include general liability of $500,000, auto liability of $500,000, and umbrella liability of $1,000,000, all with A.M. Best ratings of A-5 or higher. Bonds are not required. Proposals require one unbound original, five copies, and one electronic copy on flash drive, with cost proposal in a separate sealed envelope.
